SUMMARY: The Cost/Price Analyst will support the Defense Health Agency (DHA). DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.

The Contractor shall provide cost and price analysis support for Contracting Division. Support workload shall be managed, assigned, and submitted in accordance with local contracting division policy.

  • Performing detailed reviews, fact-finding, and analysis of Contractor proposals.
  • Assist, as needed, with the negotiation objective for contract administrators, contract specialists and contracting officers.
  • Provide recommendations regarding allowability, allocability, and reasonableness of cost elements in accordance with applicable laws, regulations, guidance, and internal processes.
  • Assist with performing proposal adequacy determinations in accordance with FAR Part 15 guidance on all Contractor proposals prior to initiation of reviews and provide recommendations to the Contracting Officer.
  • Assist with reviewing and incorporating technical analysis/audit/financial/actuarial reports into a consolidated pricing report. * Assist with preparing DoD Weighted Guidelines in determining recommended profit rates for Contracting Officer review/approval.
  • Provide analyses/recommendations as required by Contracting Officer during negotiations/discussions involving technical and price/cost issues pertinent to the administration of a contract.
  • Assist with recording findings and preparing pre/post-negotiation memoranda as required by law, regulations, guidance, and internal processes.
  • Assist with Cost and Price Analysis support workload and managing, assigning, and submitting in accordance with local contracting division policy.

EDUCATION AND EXPERIENCE:

Requirements:

  • Bachelor's degree with a major in any field.


Minimum 5 years experience:

  1. Extensive knowledge or understanding in direct Federal procurement experience in GS-1102 series (or similar) capacity.
  2. Extensive knowledge or understanding of all phases of acquisition management.
  3. Extensive knowledge or understanding of federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)), DoD Directives and Instructions, laws, regulations, and procedures.


Minimum 3 years experience:

  1. Knowledge or understanding of price and cost analysis sufficient to review proposals against previous history, actual and estimates expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
  2. Knowledge or understanding of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
  3. Specific knowledge or understanding of FAR Parts 15.4, 30, 31, and DFARS Parts 215.4, 530 and 534.



  • Must be able to effectively communicate with others verbally and in writing.


COMPUTER SKILLS:

  • Skill in operating a personal computer and standard office equipment
  • Proficient in Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat


CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:

  • Must be eligible to obtain and maintain a DoD Secret security clearance if required by contract


PHYSICAL DEMANDS:

  • Must be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
  • Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format.
  • May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds.
