The Building People, LLC, has a position open for a full-time Program Manager supporting a contract with the Department of Homeland Security (DHS) in Washington DC. The Program Manager will perform day-to-day management of overall contract support operations, involving multiple projects and groups of personnel performing professional services support to a DHS client. The PM will organize, direct and coordinate the planning and production of all contract support activities and ensuring all contract deliverables are being met. Demonstrates written and oral communication skills; has the authority and responsibility to identify and commit resources required to support effort. This is a full-time, on-site leadership role requiring a professional who operates with minimal oversight and brings mature, independent judgment to a diverse and technically demanding operating environment. Tasks will include but are not limited to:


  • Coordinates the operation of departments to confirm that assigned programs are completed according to specifications, budgets, and timelines.
  • Takes proactive steps to minimize delays in delivery.
  • Regularly communicates with customers/clients to arrange meetings, confirm program schedules, and discuss any program problems.
  • Responsible for all recruiting and hiring for the project as well as staff management
  • Regularly communicates with staff and subcontractors to arrange meetings, confirm program schedules, and discuss any program problems.
  • Ensures that customers and/or clients are regularly informed of the status of the program.
  • Regularly communicates with management regarding the program's status and any problems or potential problems.
  • Forecasts potential schedule delays and develops alternate plans.
  • Responsible the on-time delivery of all project deliverables
  • Participates in business development activities
  • Performs other related duties as assigned.



Required Experience & Skills


  • The PM must have a minimum of ten (10) years of project management or managerial experience, be highly experienced in management of projects of comparable magnitude, and possess effective management, organization, and problem-solving skills.
  • The contractor must manage performance to meet all necessary cost, schedule, and deliverable requirements, oversee deliverables and financial responsibilities, develop and execute methodologies and processes to meet Performance Work Statement (PWS) requirements, and monitor and report project status to the government as required.
  • Program management responsibilities include developing and maintaining a Staffing Plan, Quality Control Plan (QCP), and Transition-Out Plan; serving as the primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR) to resolve contract issues; confirming reports and deliverables are submitted on time; maintaining appropriate staffing levels; and attending meetings pertaining to contract performance as required.
  • Must be able to obtain and maintain a Top-Secret security clearance.


Required Education



  • Bachelor's degree in Business Administration or a related field.


Preferred Education



  • Master's degree in Business Administration, Project Management, or a related discipline. Project Management Professional (PMP) certification or equivalent credential.
