Position Location:

This position is located in Los Alamos, New Mexico. The on-call Shift Operation Manager (SOM) must be able to physically respond to after-hours incidents within two hours of notification.

426.2: This position is subject to DOE Order 426.2 Change 1 (Admin Chg), Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes the selection, training, qualification, and certification requirements for contractor personnel who can impact the safety basis through their involvement in the operation, maintenance, and technical support of Hazard Category 1, 2, and 3 nuclear facilities.

Position Summary:

The position will report to the Facility Operations Director (FOD) and provides technical leadership and management for the day-to-day operations of nuclear facilities managed by N3B, ensuring the safe operation of the nuclear work and the status control of safety systems and work control/work release for all activities within the nuclear facilities, including support facilities. This position is the Senior Line Management member responsible for command and control of all technical operating activities on shift and directly responsible for Conduct-of-Operations functions within the facility. The Nuclear Shift Operations Manager (SOM) is responsible for technical aspects pertaining to the coordination and direction of facility and support functions performed by N3B nuclear facilities and other deployed groups, including the functions of Authorization Basis, Maintenance, Engineering and Configuration Management, Radiological Protection, occurrence reporting, and facility training. The Nuclear SOM will respond to and report occurrences per the requirements of DOE 232, assisting the FOD and ensuring that incidents are thoroughly investigated, including action plan development, and execution. This position is also responsible for facility planning and scheduling, as well as assisting the FOD with audits and assessments by DOE representatives and other internal and external audit organizations. The Nuclear SOM serves as the point of contact for the DOE Facility Representatives and the Defense Nuclear Facility Safety Board for nuclear facilities and is the responsible contact for facility Price Anderson Amendment Act (PAAA) reporting and corrective actions, as well as the responsible party for providing day-to-day oversight to the team. The position will have input to performance appraisals but will not be responsible for performance evaluations.

Essential Duties & Responsibilities (may include, but are not limited to):

• Demonstrated management/leadership skills to oversee a wide range of management functions, including execution of deliverables, resource planning and coordination, forecasting, work package execution and reporting, performance management, career development, and maintaining and improving competency of products and services.
• Ability to manage training and qualification requirements for other DOE O 426.2 positions within nuclear facilities, in addition to performing oversight for on-the-job training and oral boards/comprehensive exams.
• Develop, implement, and manage business processes and improvements. Demonstrated knowledge and expertise contributing to or developing operational and training procedures and plans.
• Lead projects and project members. Develop and foster successful cross-organization teams to solve complex problems.
• Assuring compliance with DOE O 232.2, Occurrence Reporting and Processing Operations Information and PD322 Laboratory Performance Feedback and Improvement, to include leading/coordination of fact-findings, developing causal analyses, formulation of corrective actions, development of lessons learned, and closure of issues.
• Excellent interpersonal, oral and written communication skills and demonstrated ability to interact effectively with all levels of personnel and internal and external customers.
• Must be flexible, adaptable and well organized.

Minimum Qualifications (Knowledge, Skills, Abilities):

Demonstrates skill and ability to analyze and develop innovative solutions to complex problems. Able to communicate effectively at the highest levels. Viewed as expert in field within the Enterprise:
• Ability to pass and maintain qualifications as Nuclear Operator, Operations Center Operator, Shift Operations Supervisor, and Shift Operations Manager including passing comprehensive exams and oral boards, as required.
• Demonstrated experience working within a formal Conduct of Operations framework (DOE or equivalent).
• Demonstrated management level technical experience and understanding of the following aspects of operations management as applied to a Nuclear Facility: systems engineering, work control, hazard identification and analysis, formality of operations implementation, safety basis and TSR development and implementation, configuration management, maintenance management, project management as demonstrated through successful implementation of new activity approval, work control, work request, FSR processes, IWD reviews and approvals.
• Demonstrated experience with access control processes, preferably related to nuclear facility operations.
• Knowledge/Understanding of the concepts and principles of Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs, including experience reviewing, approving, and authorizing both facility and programmatic work as demonstrated through activity approval processes, IWD and work package reviews and approvals.
• Knowledge/Understanding of the P115 Verification of Readiness to Start Up or Restart LANL Nuclear Facilities, Activities, and Operations process and related LANL readiness policies.
• Demonstrated experience with Radiation Protection requirements as specified in 10CFR835.
• Knowledge/understanding of nuclear facility readiness processes and implementation.
• Excellent verbal and written communication skills and the ability to interact professionally with a diverse population and all levels of management.
• Proficient in Word, Excel, PowerPoint and Microsoft Outlook.
• Ability to work in a fast-paced environment.

Education and Experience Required:

Bachelors' degree in technical field and 3 years of relevant professional experience. Per DOE O 426.2, applicant must meet 3 years of job-related experience and 2 years of nuclear experience.

Business Associations:

Interacts frequently with internal personnel and outside representatives at various levels. Participates and presents at meetings with internal and external representatives. Interaction typically concerns resolution of operational and scheduling issues.

Decisions have an impact on work processes and outcomes. Erroneous decisions or recommendations or failure to complete assignments normally result in serious delays and considerable expenditure of additional time, human resources, and funds.

Working Conditions and Physical Requirements:

Will work in both indoor and outdoor environments with moderate to loud noise levels. May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions. Exposure to chemicals, mechanical and electrical hazards, and hazardous physical substances and fumes. Will interact with individuals in interpreting and enforcing rules, policies, and procedures.
