Nature of Work: The Environmental Scientist within the Office of Environmental, Safety & Risk Management (OESRM),performs professional environmental compliance and program management activities to ensure organizational compliance with federal, state, and local environmental laws, regulations, and policies. They serve as the subject matter expert on environmental compliance programs, including air and water quality, hazardous materials and waste management, fuel oil storage tanks, spill prevention and response, recycling, indoor air quality, asbestos and lead-based paint management, and environmental audits. This role conducts facility inspections, environmental evaluations, and construction project reviews to identify compliance issues, recommend corrective actions, and ensure adherence to regulatory requirements and project specifications. They also provide environmental guidance and training to employees, contractors, and external stakeholders; oversee environmental consultants and review technical deliverables for quality and accuracy; support implementation of the Environmental Management System (EMS); and prepare reports documenting findings, recommendations, and compliance status. Duties and responsibilities for this position include, but are not limited to the following:

  • Assist with implementation of an Environmental Management System (EMS) and coordinate the web-based management of agency environmental documents and records;
  • Provide support for the development, implementation, and progression of various environmental programs including recycling, oil-water separator (OWS), lead-based paint/asbestos and other environmental compliance initiatives;
  • Review and provide technical comments on environmental policies, task orders, Invitations for Bid (IFBs), Requests for Proposals (RFPs), work plans, and other project documents to ensure compliance and minimize environmental liabilities;
  • Provide safety and environmental training as necessary; and
  • Respond to spills and emergencies.
This position will report directly to the Environmental Manager or other designated official. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position. This position may require extensive walking during inspections.

Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticultural or related sciences, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history or related fields such as ecology, landscape architecture, or environmental engineering.

Experience: Six years experience in environmental analysis to include the development of plans, specifications, estimates, and design, OR six years experience in environmental management to include the development, implementation and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations.

1. Possession of a Master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience.

3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.
