The Modernization PMO Manager is responsible for establishing, governing, and operating the Program Management Office for a large-scale ERP modernization. This role ensures disciplined program execution through standardized planning, reporting, financial management, risk governance, and delivery controls across all ERP workstreams and projects.

The PMO Manager acts as the backbone of the Modernization program, enabling transparency, predictability, and executive decision-making. Working closely with the Modernization Program Director, business leaders, IT leadership, system integrators, and Organizational Change Management (OCM), this role ensures adherence to delivery standards, governance models, and enterprise PMO best practices.

Key Responsibilities

PMO Setup & Governance

  • Establish and operate the Modernization program PMO, including governance structures, standards, tools, and delivery cadence.

  • Define and maintain program management methodologies aligned to modernization implementation phases (Prepare, Explore, Realize, Deploy, Hypercare).

  • Support Steering Committee (SteerCo) and executive governance forums through structured agendas, materials, and decision tracking.

  • Ensure compliance with enterprise PMO, audit, and regulatory requirements.

Integrated Planning & Controls

  • Own program-level integrated planning, including master schedule, milestones, critical path, and cross-workstream dependencies.

  • Ensure consistent planning, estimation, and baseline management across all projects and workstreams.

  • Monitor schedule performance and proactively identify delivery risks and slippage.

Financial Management

  • Support financial decision-making through scenario analysis, cost-to-complete estimates, and investment trade-offs.

  • Partner with the ERP Program Finance Manager to ensure alignment between scope, schedule, resources, and financial plans.

Risk, Issue & Change Governance

  • Lead program-level risk, issue, and dependency management processes.

  • Facilitate mitigation planning and escalation of critical risks to executive leadership.

  • Support scope and change control governance, ensuring impacts to timeline, cost, and benefits are clearly assessed and approved.

Reporting & Executive Communication

  • Produce standardized, executive-ready dashboards and status reporting for leadership and SteerCo consumption.

  • Provide clear insights into delivery health, risks, financials, and readiness for key milestones.

  • Enable fact-based decision-making through transparent and timely reporting.

  • Early identification and escalation of delivery, financial, and execution risks.

Resource & Vendor Coordination

  • Support integrated resource planning across internal teams and external partners.

  • Track utilization, capacity constraints, and resourcing risks.

  • Coordinate closely with system integrators to ensure adherence to delivery commitments and contractual milestones.

Enablement & Continuous Improvement

  • Coach project managers and workstream leads on PMO processes, tools, and expectations.

  • Drive continuous improvement in program delivery effectiveness and governance maturity.

  • Capture lessons learned and institutionalize best practices across the program lifecycle.

Required Qualifications

Education

  • Bachelor's degree in Business Administration, Information Systems, Engineering, or a related discipline; equivalent experience may be considered.

  • 8+ years of progressive experience in program or project management within large-scale ERP implementation environments.

  • 3+ years of hands-on experience operating or leading a PMO for complex, multi-workstream ERP programs.

  • Proven experience supporting full-cycle ERP implementations, including Prepare, Explore, Realize, Deploy, and Hypercare phases.

Skills & Experience

  • Proven experience leading PMO functions for large-scale ERP implementation programs.

  • Strong proficiency in program governance, integrated planning, and execution controls.

  • Experience managing complex financials, forecasts, and enterprise budgets.

  • Deep understanding of ERP implementation lifecycles and system integrator delivery models.

  • Excellent analytical, organizational, and problem-solving skills.

  • Strong executive communication and stakeholder management capabilities.

  • Experience in regulated, manufacturing, or complex enterprise environments preferred.

  • Comfortable operating in high-pressure, transformational programs with multiple stakeholders.

Salary Range Transparency:

Buffalo, NY $125,000.00-$170,000.00 Annually

The base salary range represents the low and high end of the Moog salary range for this position in the given work location. Actual salaries will vary depending on factors including but not limited to location, experience, and performance. The range(s) listed is just one component of Moog's total compensation package for employees. Other rewards may include annual bonuses, employee stock purchase plan, an open paid time off policy, and many region-specific benefits.
