The Data Analyst / Business Intelligence (BI) Developer leads the design, development, and delivery of analytics capabilities and reporting solutions that transform the VA's acquisition data into actionable intelligence for contracting officers, acquisition executives, and financial management stakeholders. Leveraging the Palantir Foundry data analytics platform integrated with Appian contract data and VA financial management systems, this role delivers dashboards, reports, and analytical workstreams that provide end-to-end visibility into acquisition performance, spend management, and financial obligation tracking.

The Data Analyst / BI Developer bridges the gap between the data engineering pipeline and end-user consumption, translating complex data structures into intuitive, mission-relevant analytics products. This role is a core contributor across all phases of the program and one of five positions expected to remain engaged through the full period of performance.

Basic Requirements:



  • 5+ years of data analytics and business intelligence development experience, with at least 3 years supporting federal government programs.


  • Demonstrated proficiency in SQL, data modeling, and query optimization for large-scale datasets.


  • Experience developing dashboards and reports using enterprise BI tools (Tableau, Power BI, Palantir Foundry, or equivalent).


  • Ability to translate complex business requirements into analytical data products including metrics definitions, KPIs, and visualization designs.


  • Experience working with data pipelines and working knowledge of ETL/ELT concepts.


  • Familiarity with federal data governance practices, data privacy considerations, and data quality management.


  • Bachelor's degree in Data Science, Statistics, Computer Science, Information Systems, or related technical field required.


  • Ability to obtain and maintain government security clearance.


Additional Qualifications:



  • Direct experience with Palantir Foundry, including Contour, Quiver, or Foundry data pipeline tooling.


  • Prior experience developing acquisition or financial management analytics in a VA or federal agency environment.


  • Familiarity with VA financial data structures including UFMS, LOA components, and USASpending.gov reporting.


  • Experience with federal DATA Act compliance reporting or similar congressional/oversight reporting requirements.


  • Knowledge of machine learning-assisted analytics for anomaly detection, spend prediction, or pattern identification in acquisition data.


Responsibilities:



  • Design and develop analytical dashboards and reports on the Palantir Foundry platform, providing VA acquisition leadership with real-time visibility into contract performance, spend, and compliance metrics.


  • Collaborate with VA stakeholders to elicit analytics requirements, define KPIs, and prioritize data product development in the program backlog.


  • Build and maintain data models that harmonize acquisition data from Appian, VA financial systems, and legacy contract records into a unified analytical view.


  • Develop CLIN-level spend tracking dashboards enabling automated checks and balances against contract performance and obligation authority.


  • Create cost intelligence visualizations supporting IGCE benchmarking, price reasonableness assessment, and negotiation support for VA contracting officers.


  • Support supply chain and inventory analytics capabilities, including threshold-triggered ordering alerts and duplicative ordering detection.


  • Collaborate with Data Engineers on pipeline design, ensuring analytical data models are well-served by upstream data engineering work.


  • Develop data quality monitoring dashboards to surface data completeness and accuracy issues across integrated data sources.


  • Document data lineage, metric definitions, and dashboard specifications to support auditability and reproducibility requirements.


  • Participate in sprint ceremonies as the analytics voice, ensuring data product requirements are well-defined, and acceptance criteria are testable.


  • Provide training and knowledge transfer to VA data consumers on how to interpret and act on delivered analytics products.
