POSITION SUMMARY:

The position is responsible for ensuring compliance with all Federal, State, and Local environmental needs for limestone quarries and lime manufacturing facilities. Works closely with the operating site to evaluate compliance and develop effective programs and tools to ensure compliance. Works effectively with Corporate Environmental Department to develop and implement best practice tools for environmental compliance and sustainability. Coordinates collection and analysis of environmental samples and monitoring information as required to ensure continual compliance with all environmental regulations and permits and with Martin Marietta policies and procedures.

RESPONSIBILITIES & EXPECTATIONS:

PRIMARY (ESSENTIAL) ENVIRONMENTAL SKILLS:

• Air regulation experience-Permitting, CEMS/COMS, stack testing, regulatory reporting and recordkeeping.
• Monitor, examine, and calibrate continuous emissions monitoring systems (CEMS) as well as continuous opacity monitoring systems (COMS). Ensure all readings, testing, and observations are conducted and documented as required by environmental regulations and permit conditions.
• Perform visual emission observations as needed (EPA Method 9 and 22).
• Oversee external stack testing program.
• Mining regulatory experience-Permitting and reclamation (waste piles, mining new areas, and three (3) year bond renewal work). Coordinate and lead all activities related to site reclamation.
• Drinking water experience-Water treatment and well sampling.

SECONDARY ENVIRONMENTAL SKILLS:

• Experience with TRI (Toxic Release Inventory) submittals.
• Experience with TIER II (Emergency and Chemical Preparedness) submittals.
• Experience with SPCC (Spill Prevention Control and Countermeasures) Plans.
• Do Waste disposal inspections and report deviations for correction.
• Coordinate maintenance and hardware replacement of CEMS/COMS units and other environmental control systems required to ensure continual compliance with environmental regulations, Title V permits and with Martin Marietta policies and procedures.
• Prior experience with Nevada Department of Environmental Protection (NDEP) and Clark County Environmental Department and their respective regulations.
• Air permit modeling experience.
• Experience leading root-cause-failure-analysis of spills, control equipment malfunctions, unplanned discharges, excess emissions, etc., as required.

RECORDKEEPING, REPORTING, COMPLIANCE:

• Recordkeeping and timely reporting as required to ensure continual compliance with Local (Clark County), Nevada State and Federal regulations and with Martin Marietta policies and procedures.
• Develop a strong working relationship with Clark County, State of Nevada, and other environmental agencies.
• Coordinate, accompany, communicate and follow-up with Local, State and Federal inspectors and officials.
• Maintain all SEQ & BLM related files and records.

ATTRIBUTES/CRITICAL SKILLS:

• Math calculations and mass balances.
• Technical reading and writing (regulations and guidance documents)
• Effective communication with a diversity of stakeholders (Senior management, front line workers, consultants, etc.).
• Ability to work effectively with environmental regulators, inspectors and other government agents from EPA, ATF, BLM, NDEP, etc.
• Understanding of computer software applications for equipment control, data collection, quality control and analysis in industrial operations.
• Microsoft Word, Excel, and PowerPoint proficiency.
• Maintain knowledge of changes in environmental state and federal laws, regulations, and agencies, the regulatory process, the permit application process, and the procedures for obtaining information.
• Skilled with Root-Cause-Failure Analysis methods and software programs.

Safe Quality Food (SQF):

• Ensure a SQF workplace and follow regulatory compliance with Federal FDA - Food Modernization Safety Act (CFR Code of Federal Regulations Title 21, Part 507).
• Support Environmental Health and Safety, as well as SQF initiatives and awareness programs.
• Be a leader and promoter of employee safety and SQF culture.
• Following completion of SQF training, demonstrate understanding of expected safety, SQF performance and Food Safety Culture.
• Complete periodic SQF training(s).
• Each site location will ensure training is conducted for new employees and continued for existing employees.
• Employees will actively participate in audits for regulatory, safety, SQF and environmental compliance at the site.

PHYSICAL DEMANDS INCLUDE, BUT ARE NOT LIMITED TO:

• Must be physically able to perform work assigned.
• Must be physically capable of accessing all plant locations.
• Access all areas within a site which could include heights of 150 feet, confined spaces, climbing ladders or stairs, and accessing tunnels.
• Will be working at times in covered environment but mainly in a lime/mineral environment.
• The employee will be exposed to the following working conditions: Extreme Heat and Cold, Noise, Vibration, Oils, and Atmospheric Conditions such as Dust, Fumes, and Lime/Mineral Particles.
• The employee will be required to perform the following actions (from time to time): Standing, walking, balancing, stooping, kneeling, reaching, talking, seeing, hearing and sitting.
• Ability to lift/carry up to 50 pounds.

REQUIRED EDUCATION:

• BS engineering degree in Environmental, Chemistry, Natural Science, or other related technical degree and/or equivalent experience.

REQUIRED EXPERIENCE:

• Minimum of one (1) to three (3) years' experience in an industrial environment.

PREFERRED EXPERIENCE:

• Three (3) years in lime, cement, mining or other related industry preferred.
• Experience with EPA, Nevada Department of Environmental Protection (NDEP), Clark County Nevada Environmental Department preferred.
