STV is seeking a Resident Engineer with 15+ years of experience to join our Water Division as part of our Construction Management team supporting NYCDEP infrastructure projects in New York City. This is an opportunity to support critical water and wastewater infrastructure projects while working alongside a highly experienced team delivering complex municipal programs in the NYC Metro Area. Key Responsibilities:
- Support the Construction Manager (CM) in the day-to-day oversight of construction activities on major NYCDEP projects.
- Lead construction contract administration and serve as the primary point of contact between STV, the client, and contractors.
- Manage inspection staff ensuring timely and accurate daily reporting in accordance with client requirements.
- Serve as the primary liaison between contractors, design teams, and client stakeholders.
- Review and monitor that the Construction Management Plan continuously meets the contract requirements and project needs.
- Oversee contractor performance to ensure compliance with plans, specifications, and applicable agency requirements (e.g., NYCDEP, NYSDEC, NYCDDC).
- Monitor construction progress including materials, methods, and workmanship to ensure quality and adherence to contract documents.
- Maintain complete and accurate project documentation including daily reports, cost tracking, and contract records.
- Review and process RFIs, submittals, change orders, and contractor payment applications.
- Verify that job safety procedures detailed in the accepted EHASP are strictly followed.
- Lead construction meetings, progress meetings, and coordination with clients, contractors, and partner agencies.
- Lead field team to perform inspections across multiple construction disciplines including excavations, foundations, structures, site work, utilities, and drainage.
- Oversee the evaluation and development of contractor change orders including scope and price negotiations.
- Identify project risks and develop solutions to field issues and contract conflicts.
- Review CPM schedules and monitor project timelines to ensure adherence to project milestones.
- Confirm contractor is providing all submittals and obtaining the required permits in a timely fashion so as not to inhibit the progress of work.
- Coordinate with internal teams and stakeholders to support construction activities and project delivery.
- Lead project closeout and ensure all documentation meets agency and contract requirements.
- Verify that all field testing, start-up, and operation and maintenance training conducted in accordance with the contract documents.
- Manage on-site sub-consultants.
- Draft Monthly Reports.
Qualifications:
- Bachelor's degree in Civil, Mechanical or Environmental Engineering, Construction Management, or a related field.
- Approximately 15+ years of experience in construction or construction management, preferably on water related infrastructure projects.
- Professional Engineer (PE) license or immediate ability to obtain.
- Experience with NYCDEP, NYCDDC, or similar agencies strongly preferred.
- Strong understanding of construction documentation, CPM scheduling, and cost control processes.
- Ability to work collaboratively and effectively with clients, contractors, and other team members.
- Excellent communication and leadership skills with the ability to manage field teams and coordinate with stakeholders.
Preferred Qualifications:
- Professional Engineer (PE) license in New York.
- Prior experience serving as a Resident Engineer on NYC water infrastructure projects.
- Experience in foundations and underground construction.
- Experience in structural, mechanical, and electrical aspects of water and wastewater treatment facilities construction.
- Background working with contractor's project manager, engineer, and superintendent.
- Familiarity with NYC agency standards, specifications, and contract requirements.
- Interest in supporting business development and proposal efforts.
Compensation Range: $187,747.98 - $214,569.12
