About the Position

The Assistant Director over Early Voting provides administrative oversight and management to the early voting division, including ballot-by-mail requests, signature verification, ballot curing, ballot flagging, the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) program, and special election boards.

We Require

  • Bachelor's Degree in Business, Public Administration, or a closely related field
  • Three (3) years of professional experience in the area of assignment, including knowledge of Election-related federal and state laws, procedures, business practices, and processes
  • An equivalent combination of post-secondary education and/or experience may substitute for the minimum qualifications on a year-for-year basis

Other Requirements

  • Certified Election Officer for Arizona; if not already certified, must successfully complete the next scheduled Secretary of State Election Officer Certification program
  • Certified Elections Registration Administrator (CERA); if not already certified, must successfully obtain this certification within the first year of employment
  • Must be eligible to vote in Arizona
  • Must complete a thorough background screening

Preferred candidates will possess at least one (1) year of progressively responsible experience in Voter Registration, Early Voting, or Ballot by mail elections.

Job Contributions

  • Manages the administrative operations for Early Voting in accordance with federal and state law (Arizona Revised Statutes and the Arizona Secretary of State Procedures Manual)
  • Oversees signature verification for all ballot-by-mail affidavits during an election cycle for upwards of 1.7 million ballot-by-mail returns
  • Oversees flagging of ballot requests and processing of all ballots received by mail, as well as any other functions related to providing a ballot by mail to a voter
  • Oversees Special Election Board processes, UOCAVA processes, and any other functions related to conducting Early Voting or Ballot by Mail elections
  • Monitors workflow and productivity for direct reports, provides training and guidance to supervisors, leads, and temporary staff on statutory requirements (Federal & State) as it relates to administering Early Voting; establishes deadlines and performance expectations; evaluates performance of direct reports, provides counsel to employees, and implements disciplinary procedures
  • Evaluates, develops, and implements operating procedures, policies, and work processes for the Early Voting Division in concert with direct reports
  • Researches current work processes within the Early Voting division by evaluating workflow, interviewing personnel, and investigating processing practices with a keen eye for continuous improvement of processes
  • Oversees coordination with the Tabulation Center to ensure timely counting of ballots and auditing.
  • Coordinates with the MCRO Finance and Budgeting team to manage and prepare the Early Voting budget

Working Conditions

The employee in this position performs work in a standard office environment and in field settings. This may require frequent travel to various operational locations, including early voting sites, the MCTEC warehouse, and vendor locations, to provide oversight and support of election operations. Duties may require prolonged periods of standing and walking, as well as movement between sites. Must be able to work evenings, weekends, and extended hours during election cycles and other critical operational periods. Must be able to lift, push, or pull over 35lbs.
