This position requires an active U.S. Government Security Clearance at the TS/SCI level with CI Polygraph.

Vantor is seeking a database engineering/administration professional with strong geospatial analysis expertise to support the development, sustainment, and optimization of a multi-network GIS Portal application and its associated intelligence mission workflows. The ideal candidate will have experience in system administration, GIS database management, image processing and modeling, full lifecycle COTS software support, cloud and server operations, ETL processes, and data science/engineering, while working alongside and supporting the analysts who generate the data for the database.

This project supports a hard and deeply buried target mission set, providing critical analytic insights to government stakeholders. Success depends on delivering reliable, secure, and high-performing GIS portal capabilities across multiple networks. The work directly impacts national security objectives by transforming complex data into actionable intelligence in a highly specialized and sensitive domain.

Responsibilities:

  • This position is full time onsite in Reston, VA.

  • Provide database and systems engineering/administration for a GIS Portal application that includes both desktop and web-served components for 2D and 3D data with associated metadata.

  • On-site, system administration and requirements gathering for the government customers and execute approved changes to software as needed.

  • Provide full life cycle COTS software products, add-ons, upgrades, enhancements, and updates to include security updates.

  • Establish and maintain back-up mechanisms, manage system usage in relation to speed and uptime, create database view, provide data to customers for their ingestion of the portal data, tune databases to maintain and enhance the user experience.

  • Ensure that the resulting products and services are optimized and maintained for their intended use.

  • Assist in the creation, installation, and operations of the GIS Database and integration into other network analysis tools within the three networks that supports the portal application.

  • Perform image processing steps in preparation for modeling such as ortho-rectifications, histogram optimizations and matching where appropriate and image sharpening.

  • Add intelligence information into the site models, simulations and maintaining the product. This includes but is not limited to performing terrain analysis, GIS analysis, spiral database queries, and overlaying the data that results in the finished product.

  • Obtain all input image datasets and perform imaging process steps in preparation for the modeling such as ortho-rectification, histogram optimization and matching where appropriate, and image sharpening.

  • Conduct all server administration and accreditation responsibilities to include cloud migration of data and interfaces with CIO in order to maintain and expand server capabilities to accommodate expanding capabilities of the software across all the networks that the Portal resides.

  • Performing data science/engineering work and writing reports based upon the resulting work/accomplishments

  • Support ETL for potential upgrades or technology transitions, as needed.

Minimum Qualifications:

  • Current/active TS/SCI security clearance and current/active CI polygraph.

  • U.S. Citizenship

  • Six (6) years' experience AND bachelor's degree in data science, Mathematics, Computer Science, Statistics, Geography, GIS Operations Research, Engineering, Science, or another technical field. Degree may be substituted with an additional six (6) years of experience.

  • CompTIA Security+ certification or the ability to attain it.

  • Possess programming skills sufficient to extract, transform, and clean multi-terabyte databases.

  • Experience working with vector, raster, and 3D data and data visualizations of traditional and non-traditional data sets and sources; must include GIS data, at least.

  • Experience performing Quality assurance/Quality control (QA/QC) of datasets

  • Have the technical skills, knowledge & experience to accomplish the work with minimal oversight

  • Have demonstrated the ability to

  • Effectively communicate verbally and in writing in English

  • Clearly & concisely express multi-faceted concepts

  • Develop ideas in a logical sequence leading to a validated conclusion.

  • Have experience in web development/database administration on IC systems.

  • Have experience in developing/administering Oracle & Microsoft SQL Servers.

Preferred Qualifications:

  • 5 or more years working experience with the following:

  • Developing websites in JavaScript

  • Developing with C#, C++, XML, HTML, and SQL

  • Proficiency in statistics packages such as SPSS, SAS, S-Plus, or R

  • Sketch Up, Terrabuilder, SKYLINE Global Server (SGS), SKYLINE Software Suite - Terra Explorer C2MP, ESRI ArcPro 3.x or higher

  • Have experience with the MIDB/MARS or other foundational military intelligence databases.

  • Experience performing system engineering and system administration.

  • Possess or have possessed a PUA certification on an IC system.

The successful candidate's starting pay will fall within the salary range provided below and is determined based on job-related factors, including, but not limited to, the experience, qualifications, knowledge, skills, geographic work location, and market conditions. Candidates with the minimum necessary experience, qualifications, knowledge, and skillsets for the position should not expect to receive the upper end of the pay range.

* The base pay for this position within the Washington, DC metropolitan area is: $137,000.00 - $228,000.00 annually.

For all other states, we use geographic cost of labor as an input to develop market-driven ranges for our roles, and as such, each location where we hire may have a different range.
