Under limited supervision, the Emergency Management Technical Analyst performs a variety of engineering and scientific tasks in support of the Emergency Management program. Work assignments are provided by the supervisor, who reviews work for accuracy and to ensure adherence to established procedures. The analyst acts as an independent contributor in conventional aspects of emergency management, exercising judgment and decision-making that influences the successful achievement of program goals and objectives. The position requires frequent use and application of technical standards, principles, theories, concepts, and techniques throughout project planning and design phases.

* Implement DOE O 151.D requirements within CPCCo Category 2 and 3 non-reactor nuclear facilities, commensurate with the hazards present.
* Serve as a qualified barrier and accident analyst, performing, developing, and documenting dispersion modeling and toxicological/radiological consequence assessments.
* Coordinate with nuclear and criticality safety staff to ensure alignment of documentation with safety basis requirements.
* Technical review, analysis, authorship, and maintenance of CPCCo Emergency Preparedness Hazards Surveys and Emergency Planning Hazard Assessments (EPHAs) for hazardous facilities.
* Review, develop, write, and maintain Emergency Action Level (EAL) procedures for hazardous facilities.
* Perform basic engineering or scientific tasks in the initial planning and design phases of emergency management and hazard assessment projects.
* Frequently develop and apply technical principles, theories, and concepts to support emergency management programs, hazard analyses, and safety documentation.
* Conduct programmatic assessments of the Emergency Management program and interface with senior management and Department of Energy staff regarding hazard analysis and associated documentation.
* Provide and revise training as assigned, ensuring staff are prepared to meet emergency management requirements; exhibit proficiency in oral and written communication.
* Conduct field surveillances and management self-assessments of Emergency Management Program requirements.
* Perform additional duties as assigned by management.


Basic Qualifications


* Intermediate Level Grade 16: Bachelor's degree in a scientific discipline or related technical degree with 2 or more years of relevant experience.

* Intermediate Level Grade 17: Bachelor's degree in a scientific discipline or related technical degree with 4 or more years of relevant experience.

The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and/or experience.


Desired Qualifications


* Bachelor's degree or higher with a strong emphasis in Chemistry, Math, or Physics.
* Work experience in an engineering or scientific discipline relevant to emergency management or hazard assessment.
* Experience using HotSpot/EPIcode software, conducting hazard surveys and assessments, and developing Emergency Action Level (EAL) documentation to support facility operations.
* Previous or current qualification as an Emergency Management Technical Analyst.
* Demonstrated ability to prepare and maintain barrier and accident analyses, conduct dispersion modeling, and perform toxicological and radiological consequence assessments.


Compensation & Benefits


In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.

Expected annualized pay range based on full time schedule (40 hours per week):

* Intermediate Level Grade 16: $81,500 - $125,250.

* Intermediate Level Grade 17: $86,200- $137,650.

In addition to base pay, employees may be eligible for variable pay awards.
