Project Manager (Land Acquisition)

Position Profile

This position requires management of the full project life cycle to meet client and Hanson's expectations in regards to scope, budget/financial performance, schedule, quality, communications, risk management and health and safety of project staff. The successful candidate will work directly or indirectly with clients and project/market principals. He or she will coordinate with Practice Areas to staff each project and will subcontract as needed to fulfill project and client needs. We are looking for a creative and dedicated individual who will fit with our collaborative project-team culture. The job generally requires some overtime hours, especially around end-of-month accounting deadlines and when there are overlapping project schedules.

Essential Job Functions/Responsibilities:

This position is expected to take the leading role in the advancement of Hanson's Land Acquisition initiatives and serve as a leader for transportation and utility acquisition projects. The position requires the ability to serve in a key capacity to oversee client relations, project timelines, staff processes and procedures and successful project completion.

A project manager is responsible for the planning, organizing, directing, executing and controlling/monitoring of the scope of services, budget, schedule, deliverables and resources to accomplish the project objectives. A Senior Project Manager will also typically manage large, complex and multi technical discipline projects independently and may manage multiple projects occurring simultaneously.

The responsibilities of the Senior Project Manager (SrPM) include:

  • Procuring land acquisition and land acquisition-related contracts
  • Serving as primary client contact for land acquisition services
  • Effectively managing and tracking all aspects of land acquisition projects (staffing, budget, schedule, technical performance, and client relationships)
  • Overseeing the daily activity of land acquisition staff working on your assigned projects
  • Mentoring for staff appraisers, negotiators, and relocation agents
  • Supervising quality assurance and quality control of real estate product delivery
  • Supervising staff compliance with federal Uniform Relocation Act required for projects with federal funding, or by client requirement
  • Collaborating with senior technical staff within the Infrastructure, Aviation, and Industry markets
  • Collaborate with technical staff within the Practice Areas
  • Interact with construction contractors, their staff, and subcontractors
  • Guide and participate in assembling reports, plans, specifications and other contract documents
  • Meet with clients to take detailed project scoping briefs and clarify the specific requirements of each project
  • Delegate project tasks based on staff members' individual strengths, skill sets and experience levels
  • Meet budgetary objectives and make adjustments to project constraints based on financial analysis
  • Use and continually develop leadership skills
  • Plan and conduct project team meetings, both internal and external
  • Other duties as assigned

Qualifications

Technical Skills:

  • Can generate scope and fee for complex professional service agreements
  • Can demonstrate understanding of earned value methodology and other project controls, scheduling and change management methodologies
  • Can demonstrate understanding of accounting terms
  • Has demonstrated commitment to quality control procedures
  • Can demonstrate knowledge of accrual based revenue recognition process and has ability to read and understand project budget/financial reports
  • Demonstrates understanding of billing and accounts receivables procedures
  • Serves as a trusted advisor to one or more clients and can develop repeat business from those clients
  • Demonstrates ability to manage multiple, related projects and navigate complex activities that span business units, organizations, regions and/or cultures and has aligned results with organizational goals
  • Can develop complete project management plans (inclusive of all sub-parts such as change management plan, risk management plan, communications plan, health and safety plan, quality control plan, etc.)
  • Can read and understand client and subcontractor agreements and has had contract risk review training
  • Experience with complex projects that have required significant interaction with clients, consultants, and the general public
  • Familiarity with State Department of Transportation (DOT) land acquisition, transportation planning, programming, and environmental practices are preferred

Soft Skills:

  • Must be able to communicate technical concepts to engineers, clients, and public stakeholders
  • Ability and experience positively interacting with property owners through negotiation, relocation and/or appraisal services on either public or private land acquisition projects
  • Must be able to work independently and as a team member to solve problem problems and learn new technical skills
  • Interest in experiencing a variety of assignments is important
  • Must be able to build effective relationships with internal and external client bases and be able to effectively work with and manage project staff
  • Must have proven ability to comfortably speak publicly and interact positively with clients, regulatory agencies, and contractors
  • Must be able to develop new business with existing clients and/or new clients and can assist with project capture plans and tactical strategy for generating winning proposals and leads project team interviews
  • Can demonstrate ability to possess a deep knowledge of client needs within a given market
  • Can demonstrate team and client leadership capability and conflict resolution skills
  • Must be able to effectively negotiate project scope and fee

Education/Experience:

Minimum Requirements

  • A bachelor's degree in business administration, finance, or related field, and fifteen (15) years or more of land acquisition experience, or
    A bachelor's degree in civil engineering, and ten (10) years or more of land acquisition experience is required
  • 10-15 years' experience in project and/or program management
  • Familiarity with collaboration and time management software tools (eg. SmartSheet, iAccess, Deltek Vision Resource/Project Planning, Microsoft Project) or ability to learn them
  • Experience with project process workflow and developing project work breakdown structures
  • Can document, defend and achieve contract modifications for additional services including scope, fee and schedule increases
  • Advanced time management and analytical skills
  • Working knowledge of Microsoft Excel, Word, Power Point and Project and Primavera P6
  • Excellent project team and client-facing communication skills

Ideal candidate

In addition to the above minimum requirements the following are desired, but not required, credentials:

  • Project Management Professional (PMP) or Program Management Professional (PgMP) a plus
  • Completion of International Right of Way Association (IRWA) coursework in Negotiation and Relocation
  • Possession of a Real Estate Broker license in the related geographic location of application
  • Be identified as an approved Land Acquisition Specialty Agent (or equivalent) within the States of Indiana, Illinois, Florida, or Texas; or the must have the necessary background, experience, and ability to acquire this status within six (6) months of employment
  • Successful supervision of ten (10) or more land acquisition staff concurrently

Working at Hanson:

  • Must be able to collaborate remotely with colleagues in other offices
  • Must be willing to accept periodic out-of-town travel assignments
  • Must be willing and able to work overtime to meet project demands and deadlines

The salary range for this position is: $120,000 - $150,000
