Job Summary:

Finley Asphalt & Concrete is seeking an experienced, detail-oriented, and dependable Payroll Administrator to join our team. The Payroll Administrator is responsible for ensuring accurate and timely employee compensation managing full cycle payroll in compliance with labor laws and company policies. This role provides strategic support to leadership and works closely with cross-functional teams.



Essential Job Duties & Responsibilities:

    Manage weekly payroll cycles from timesheet submission to direct deposit disbursement.
  • Complete off cycle payroll as needed.
  • Complete certified payroll in compliance with contract requirements.
  • Ensure compliance with federal, state, and local tax regulations, including withholding, FICA, FUTA, and SUTA taxes.
  • Review and audit employee records (new hires, terminations, salary changes) and payroll records.
  • Maintain accurate employee data, including direct deposit, tax withholding, benefit deduction, pay change, and employment status.
  • Process voluntary and involuntary deductions, including health insurance, 401(k), and garnishments.
  • Maintain payroll systems and generate reports for internal review and audits.
  • Maintain accurate timekeeping records.
  • Resolve payroll discrepancies and respond to employee queries regarding pay.
  • Gather payroll data for inclusion in financial statements and research and prepare special reports for management.
  • Provide project and administrative support as needed to Human Resources and Accounting.
  • Other duties as assigned.


Qualifications (Experience, Education & Certifications, Key Attributes):

Experience:

  • A minimum of 2 years of directly related payroll experience in a construction or manufacturing environment performing duties as detailed required.
  • Advanced proficiency in MS Office products including Outlook, Word, Excel, PowerPoint, Teams, etc.
  • Direct experience with Paycor payroll software, and timekeeping software a plus.
  • Experience managing and submitting certified payroll and owning related processes preferred.
  • Demonstrated knowledge and compliant application of Fair Labor Standards Act and Department of Labor Wage and Hour laws required.
  • Proficiency in use of HRIS & Payroll systems.
  • Bi-lingual Spanish Speaker strongly preferred.

Education & Certifications:

  • Bachelor's degree in accounting, Business or a related field from four-year college or university preferred, significant years of related experience may serve an equivalent to meet the requirement for formal education.
  • Certified Payroll Professional (CPP) preferred.
  • PHR or SHRM-CP Certification a plus.
