Job Description
IDS is seeking an experienced Business Analysis and Facilitation Subject Matter Expert (SME) to provide senior-level leadership and expertise supporting federal programs with a focus on immigration systems and processes. This role supports major initiatives involving process optimization, system integration, and requirements management across complex stakeholder environments. The SME will serve as a trusted advisor to government clients, facilitating collaboration between technical teams, functional users, and senior leadership to ensure solutions align with mission objectives. The position involves both strategic planning and hands-on execution and may include oversight of project staff, schedules, and deliverables.

Key Duties
* Provide technical and management leadership for major tasks or assignments supporting federal immigration-related programs
* Lead requirements elicitation, analysis, validation, and documentation activities across cross-functional teams
* Facilitate workshops, stakeholder meetings, and working sessions to drive consensus and decision-making
* Develop and optimize business processes, workflows, and operational models to improve efficiency and compliance
* Translate complex technical concepts, system behavior, and policy requirements into actionable business solutions
* Support Agile delivery efforts including backlog refinement, sprint planning, testing support, and deployment readiness
* Advise on system integration efforts involving identity management and immigration status verification systems
* Engage directly with senior government stakeholders, providing recommendations that may impact overall program implementation
* Contribute to project planning, financial oversight, and resource management activities as required
* Mentor and guide junior analysts or team members to ensure quality and consistency of work products

Requirements
* Bachelor's degree in Business, Information Systems, or a related field
* Minimum of 8 years of experience as a business analyst or subject matter expert
* At least 5 years of experience supporting federal programs focused on process improvement, requirements analysis, and system integration
* Five years of experience with immigration policy and familiarity with agencies and offices within the immigration ecosystem
* Experience working with DHS systems related to identity management and immigration status verification
* Strong understanding of Agile methodologies, system testing, and deployment lifecycles
* Exceptional communication, facilitation, and stakeholder engagement skills
* Certified Business Analysis Professional (CBAP), PMI Agile Certified Practitioner (PMI-ACP), or equivalent certification preferred

Compensation
* Salary Range: $125,660 - $152,260 annually

Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds, but may vary depending on the position. Regular and predictable attendance is essential.
