Maintain, update, and enforce the City's Erosion Control and Stormwater Maintenance Programs and related ordinances. Perform and or coordinate, then report all work required for the City's MS4 permit.

Essential Job Functions

  • Conduct inspections of project sites to determine compliance with Chapter 32 and oversee tasks and duties required to ensure the City's compliance with WI State statutes and NR216 of the administration code.
  • Perform construction inspections on commercial projects to ensure all erosion and sediment control requirements are installed properly or require other means of site verification. Counsel private developers, engineering consultants, contractors, and the general public on erosion control permitting.
  • Process permit applications in accordance with Chapter 32 for private development and City projects.
  • Report deficient items, monitor repairs, enforce compliance of the City's stormwater ordinance.
  • Maintain inventory of all municipal and private stormwater assets and agreements
  • Inspect all municipal and private stormwater assets.
  • Determine stormwater work to be performed, then coordinate, monitor, enforce, and report progress. Issues "Notice of Violation" and "Stop Work Orders" to builders on job sites where failures to comply with regulations occur.
  • Coordinate completion of work and compile data for submittal of the City's annual MS4 report.
  • Perform all illicit discharge testing, analysis, and reporting according to permit requirements.
  • Update GIS to include all new stormwater assets that are signed into new agreements.
  • Inspect municipal construction projects and installation of stormwater assets.
  • Modify documents for SW, EC, and IDR reports, etc. and update the City's website.
  • Serves on call approximately 7 days/month to field locate Digger's Hotline emergency requests.
  • Investigate and respond to complaints from the public in VueWorks.
  • Maintains and is responsible for assigned equipment and vehicles.
  • Assists with snow on the sidewalk and right of way obstruction complaint enforcement.
  • Assists with groundwater testing and landfill maintenance and reporting, including confined space entries.
  • Assists with election logistics (hauling machines and materials to polling locations).
  • Performs related duties as assigned.


Graduation from high school and at least 2-3 years of specialized or technical training, and at least 6 Years of experience in stormwater design and/or construction; or any equivalent combination of training and experience which provides the following knowledge, ability and skills:

Knowledge of

  • Department rules, regulations, policies and State statutes
  • The practices, methods, techniques and procedures of construction and maintenance of storm water facilities
  • The use of standard office equipment and specialized equipment used in stormwater testing, measuring, and surveying
  • The use of relevant software programs; e.g. AutoCad (Civil 3D), ArcGIS Pro, Word, Excel, and VueWorks

Ability to
  • Prepare and interpret drawings, plans, graphs, charts, maps and specifications
  • Understand and follow instructions and adhere to prescribed routines
  • Work independently with minimal supervision
  • Use and interpret results from engineering field, office, and laboratory test equipment
  • Establish and maintain effective working relationships with engineers, contractors, supervisors, coworkers and the general public

Skill in
  • The use of field testing, measuring, and surveying equipment
  • Managing and updating projects independently
