Description: We are seeking a highly skilled Facilities Senior Project Manager to oversee and coordinate onsite O&M projects from start to finish including renovations, office relocations, and facility repairs with a particular focus on IT requirements. This role will develop technical proposals, cost estimates, statements of work, change requirements, and project schedules for various facility projects. A hands-on knowledge of secure IT cabling practices, hardware connectivity, and securely relocated office IT equipment is required. Strong communication skills are essential, as the role involves presenting polished briefings to senior executives and collaborating with staff at all levels.

Primary Responsibilities:

  • Manage facility projects across multiple local locations, providing oversight for onsite O&M projects.
  • Work with the sponsor to facilitate office space moves and changes, as well as manage periodic space surveys.
  • Oversee secure disconnection of IT equipment and equipment staging for reconnection.
  • Survey and identify IT requirements and potential constraints/obstacles for O&M projects including procurement lead times.
  • Support the Sponsor in addressing facilities needs and ensuring compliance with local, state, and Federal statutes, regulations, and Congressional mandates.
  • Draft, edit, and coordinate technical reports, briefings, presentations, and other deliverables related to oversight reports, Congressional mandates, and various project requirements.
  • Conduct space utilization studies, formulate recommendations, and ensure compliance with applicable regulations.
  • Lead analyses and solution development for facility planning and management.
  • Maintain and update policy and guiding documents related to IT assets and logistics.
  • Conduct data calls to track and report on facility and space needs across offices and agencies.
  • Manage cost, schedule, risk, and resource optimization activities.
  • Recommend planning, design, and construction standards and milestones.
  • Review customer requirements and participate in O&M project meetings.
  • May require afterhours and weekend work.

Basic Qualifications:

  • TS/SCI with Poly
  • Requires a BA degree and 15+ years of prior relevant experience or Masters with 13+ years of prior relevant experience.
  • Five or more years of experience within the Intelligence Community (IC)
  • Twelve or more years of relevant experience, including:
  • Developing and managing project plans for large enterprise organizations.
  • Providing onsite support in multiple locations.
  • Hands-on experience securely disconnecting, tagging, documenting, and staging IT equipment in SCIF environments.
  • Collaborating with vendors to update Facilities operating plans, schedule outages, and draft building notices.
  • Drafting RFPs, SOWs for renovation projects, and Standard Operating Procedures for vendors.
  • Initiating procurement of IT equipment/cabling and associated hardware.
  • Identifying needs and evaluating alternative technical solutions.
  • Collaborating with diverse IC stakeholders to drive consensus.
  • Supporting client facilities organizations across a range of tasks.
  • Developing, implementing, and overseeing facilities-related budget execution requirements.
  • Providing guidance on facilities project issues, considering risk and impact on client-owned and leased facilities and infrastructure.
  • Updating and maintaining documentation in support of client facilities.

Required Skills:

  • Strong customer service skills.
  • Recognizing system deficiencies and recommending effective solutions.
  • Working knowledge of relevant executive orders and acts.
  • Proficiency in the Microsoft Office suite of tools.
