About the Opportunity:

The Department of Juvenile Services is looking for our nextBilingualJuvenile Counselor IIto lead our department to new levels of service to our youth and community. All candidates with Spanish/English bilingual skills are invited to apply.

Breaking The Cycle (BTC) is a specialized unit within the Juvenile Department that concentrates primarily on working with youth who have engaged in illegal sexualized offenses and behaviors. There are no transfer periods and no change in probation officers as exercised in other units. This unit receives each case assignment from the supervisor who receives the charging packet directly from the District Attorney's Office. Often, these cases are complicated due to the sexual nature of the allegations of the youth and impact to the victims. BTC contracts with specialized providers who deliver intensive, intrusive, and lengthy services to include sex offense specific treatment and polygraph preparation. This includes working hand in hand with the Juvenile Counselor as a team and as team supervision for the youth being served.

  • Bilingual professional with strong administrative efficiency and a proven ability to complete tasks and documentation in a timely and accurate manner.

  • Demonstrates excellent organizational skills, attention to detail, and a consistent history of meeting case management benchmarks, deadlines, and performance expectations.

  • Experienced in managing high-risk cases, collaborating with community partners, conducting juvenile-focused presentations, and presenting cases in court.

  • Contributes to a positive and supportive work environment by promoting safety, fostering teamwork, and encouraging open communication.

About the Department/Division:

Washington County Juvenile Services Department is dedicated to promoting community safety, supporting youth accountability, and fostering positive youth development. We provide comprehensive case management, supervision, and rehabilitative services to youth involved in the juvenile justice system. Our team works collaboratively with families, schools, law enforcement, and community partners to create individualized interventions that support long-term success. The division is committed to evidence-based practices, fair outcomes, and creating a safe, supportive environment for both youth and staff.

Bilingual Positions:Designated bilingual positions require that the incumbent have knowledge of another language besides English. It is required to possess precise writing skills (including spelling, grammar, and punctuation), fluent speaking skills, and the ability to communicate clearly and concisely both orally and in writing.Upon successfully passing the applicable proficiency assessment test in a selected language, employees will receive bilingual pay in the amount of five percent (5%) of their base pay rate, exclusive of any other incentive pay, or a flat rate of seventy-five dollars ($75) per pay period, whichever is greater.

Minimum Qualifications

Education and Experience:

  • Master's degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice;ANDone (1) year of experience working with juveniles and families in the counseling and case management of juveniles and families;OR

  • Bachelor's degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice;ANDthree (3) years of experience working with juveniles and families in the counseling and case management of juveniles and families;OR

  • Associate's degree in criminal justice, counseling, psychology, sociology, social work, or field applicable to the practice of juvenile justice;ANDfive (5) years of supervised work experience in the counseling of juveniles and families;OR

  • Seven (7) years of supervised work experience in the counseling of juveniles and families.

Special Qualifications:

  • Possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.

  • Completion of a criminal history check in accordance with Oregon Administrative Rules.

  • Must pass a Spanish language examination, both orally and in writing.
