Job Description The Mission:
The U.S. military, NATO, and allied partners depend on secure, unbroken COMSEC infrastructure to operate in contested environments. Ultra Intelligence & Communications builds the systems that protect that infrastructure - from NSA High Assurance cryptographic platforms to the software that manages how cryptographic keys are accounted for, distributed, and retired across an entire national security enterprise.

CARDS - the COMSEC Accounting, Reporting and Distribution System - is the operational backbone of that lifecycle. It is production software, fielded today, trusted by real customers to manage the most sensitive material in defense communications. This role puts you on the team that owns it.

What You'll Work On:
CARDS is a full-stack enterprise application at the center of DoD COMSEC lifecycle management. You will work across its layers:

*A relational database core (Oracle) built on PL/SQL logic that enforces cryptographic material accountability rules
*A Java back end that processes lifecycle transactions - key issuance, transfer, destruction, and audit
*A browser-based front end (JavaScript, HTML/CSS) used by COMSEC Managers at installations worldwide
*Integration layers connecting CARDS to broader key management infrastructure, including KMI and EKMS nodes
*DevSecOps pipelines and validation tooling that keep the system deployable and auditable

What You'll Do:

  • Design and implement software features that satisfy stakeholder and system-level requirements across the full CARDS stack
  • Write and maintain PL/SQL stored procedures, Java services, and JavaScript front-end components
  • Debug and resolve production issues against a system that cannot fail - field customers depend on it
  • Participate in software verification and validation, including functional, systems, and security testing
  • Maintain software quality processes and configuration management across release baselines
  • Contribute to technical design documentation, test procedures, and training materials
  • Support customer onsite engagements - understanding how operators actually use the system informs better engineering

Required Qualifications:

  • Bachelor's degree in Computer Science, Software Engineering, Systems Engineering, or a related field
  • 1-3+ years of professional software development experience
  • Proficiency in at least one of: Java, PL/SQL, or JavaScript (full-stack, front-end, or back-end)
  • Experience with relational databases - Oracle, PostgreSQL, SQL Server, or MariaDB
  • Familiarity with web application frameworks and server-side architectures
  • U.S. Citizenship (required); ability to obtain a U.S. Government security clearance

Highly Desired Experience:

  • Knowledge of COMSEC operations, key management, or NSA-governed cryptographic material handling
  • Experience with Apache Tomcat or similar servlet containers
  • Familiarity with jQuery, AJAX, and JSON-based API patterns
  • Exposure to DevSecOps practices - CI/CD, automated testing, artifact management
  • Experience with virtualization and VM management environments
  • Comfort presenting technical material to non-technical customers or program stakeholders
