Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. This position is responsible for review and approval of electrical construction plans, for the complex new and existing buildings undergoing alterations, to comply with applicable Electrical codes as approved by Virginia State and Fairfax County codes. This position requires thorough understanding and application of building codes, performing difficult engineering calculations, advise design engineers, architects, contractors and inspectors, as needed, for code compliance in the design, installation and construction of electrical systems of the buildings including but not limited to generators, life safety, photovoltaic (PV) solar, and EV equipment and systems (new, renovation and renewal). Performs review and analysis of plans for electrical systems such as lighting, power, generators, PV solar systems and its integration with other building systems. Serves as subject matter expert to other county departments and agencies, and outside stakeholders. Works under the guidance and general direction of the Dy. Director, MEP, and/or division director, Building Division to achieve division's goals.

As a registered professional engineer, leverages a strong technical background, thorough Code knowledge, attention to detail and quality review of electrical plans and engineering calculations, for commercial building electrical systems. As licensed professional electrical engineer may be required to sign and seal own work product. Ensures timely completion of plan reviews consistent with quality, as well as coordinating with other disciplines and other stakeholders for expeditiously approving plans for permits. Work with peers and other staff members in cooperative manner and maintain excellent rapport with team members.

*A $5,000 signing bonus is available to new county employees hired in the Engineer IV position.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license.
  • Professional Engineer or Registered Architect licensed in Virginia upon appointment.
  • Virginia Department of Housing and Community Development (VDHCD) certified Electrical Plans Examiner within 9 months of appointment.
  • Virginia Department of Housing and Community Development (VDHCD) certified Plumbing Plans Examiner or Mechanical Plans Examiner within 9 months of appointment.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption for up to 180 days from the date of hire, pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects' decision regarding that individual's application for reciprocity.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, pre-employment medical evaluation and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Bachelor's degree in electrical engineering with a strong background in construction codes and special focus on Electrical codes.
  • Possession of commercial electrical plan review certificate from DHCD, Virginia/ICC.
  • Possession of commercial mechanical or plumbing plan review certificate from DHCD, Virginia or ICC.
  • Substantial experience in code compliance review of electrical plans for the new construction and / or alteration / replacement of commercial electrical systems in the buildings and working knowledge of mechanical/plumbing codes.
  • Strong communication skills to effectively communicate with stakeholders, designers, and contractors for correcting deficiencies in construction plans submitted for permit issue.
PHYSICAL REQUIREMENTS:
Ability to lift and move heavy plans up to 15 lbs. from one location to another. Ability to operate key-board driven equipment. Ability to perform sedentary tasks for extended periods. Ability to review plans on desk, on computer screen, for long hours. Sufficient mobility to perform on-site building inspections. All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:
Panel interview and may include practical exercise.

BONUS ELIGIBILITY:
Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
