Overview

The Contracts Manager provides day-to-day contract administration and support to the Gilbane Federal division. The Contracts Manager may manage Contracts Management Professionals/Contracts Administrators or Paralegals.

This position can be based anywhere in the United States.

Responsibilities

    Reviews Federal Government solicitations to identify risks, identify incorrect/inappropriate FAR, DFARS and agency clauses, draft questions for submittal and prepare solicitation brief
  • Reviews and negotiates prime contracts, prime contract modifications, and related prime contract matters.
  • Advises internal operations teams and/or assigned attorney regarding prime contract terms and conditions and related matters
  • Reviews contracts upon award for consistency with solicitation and proposal
  • Prepares Contract Briefs and Contract Status Log
  • Assists project team in preparing contract abstracts
  • Reviews pertinent contractual documents for notice requirements and deadlines; drafts required correspondence and legal documents for review and approval by project managers and project attorneys
  • Assists Project Manager in interpretation of contract and identification of changes
  • Assists Project Manager in preparation of modification proposals, Requests for Equitable Adjustment and claims - including time impact analysis and review of cost and pricing data
  • Prepares template notices and participates in project kick-off meetings to highlight compliance with contractual obligations; monitors and advises on contractual deadlines
  • Collects documents, data and the like responsive to subpoenas and other discovery requests
  • Investigates, reviews and responds to requests by third parties (e.g., government agencies, insurance carriers, etc.)
  • Manages and utilizes contract management systems and assist Business Units with proper document controls
  • Assists in contract training and claims management for Business Units
  • Coaches, mentors and trains operations partners on matters relating to contract/risk management
  • Manages, motivates, mentors and trains assigned staff to achieve desired results
  • Fosters a positive and inclusive work environment to motivate and engage team members
  • Trains direct reports on processes, procedures, and completion of daily tasks
  • Aids in communicating

EXPERIENCE/EDUCATION

  • Bachelor's Degree
  • A minimum of 5 years of paralegal experience associated with Federal Contracts or Federal Contract Manager experience
  • Prior experience in a supervisory or management role preferred
  • Or equivalent combination of education and experience

  • Thorough understanding of Federal Acquisition Regulations and Agency Supplements
  • Thorough understanding of Cost Accounting Standards and Certified Cost and Pricing Data
  • Understand organizational and managerial structure related to operations management and projects
  • Experience reviewing and negotiating Federal Government Indefinite Delivery Indefinite Quantity contracts and construction contracts and related documents
  • Experience drafting flowdown provisions for subcontracts
  • Collaborative problem solver

  • Knowledge and understanding of complex legal issues and concepts and ability to explain such concepts to all levels of the enterprise

  • Proficient user of Microsoft Office software and Contract Lifecycle Management software and similar products

This position can be performed remotely or from any U.S. location where Gilbane has an office. Salary to be determined based on factors such as geographic location, skills, education, and/or experience of the applicant, as well as the internal equity and alignment with the team.

The pay ranges from $123,750 - $213,500 plus benefits and retirement program.
