Summary

The Technical Operations Lead serves as the critical technical liaison between development teams and product management/business stakeholders. This role is responsible for facilitating effective communication across technical and non-technical audiences, translating complex technical progress into business value statements, and ensuring alignment between technical execution and strategic objectives. The ideal candidate combines deep technical understanding with exceptional communication skills and the ability to manage multiple priorities in a dynamic federal technology environment.

What You'll Do:

  • Serve as the primary technical liaison between development teams, product owners, business stakeholders, and the Customer Success Lead, facilitating clear and effective communication across all levels.
  • Consolidate technical progress from multiple teams and translate it into business-focused value delivery statements, clearly articulating the impact of technical work on stated goals and objectives.
  • Proactively engage with technical and product teams to develop deep contextual understanding of technical challenges, system dependencies, and implementation complexities.
  • Escalate and communicate technical challenges to the Customer Success Lead with appropriate context, proposed solutions, and business impact analysis.
  • Develop and maintain comprehensive understanding of end-to-end business processes and system architecture to effectively articulate technical solutions in business terms.
  • Balance multiple priorities efficiently across various technical streams, ensuring appropriate focus and resource allocation aligned with program objectives.
  • Integrate Karsun approved initiatives into program operations, assessing technical workforce training needs and identifying knowledge gaps that require attention.
  • Coordinate with Chief Architect and Application Architect to ensure technical alignment and architectural consistency across development efforts.
  • Collaborate closely with Product and Site Reliability Engineering (SRE) teams to ensure operational excellence and continuous service improvement.
  • Provide regular status updates, progress reports, and executive summaries that clearly communicate technical achievements in business value terms.
  • Identify opportunities for process improvement, technical efficiency gains, and enhanced collaboration between technical and business teams.

Required Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, Management Information Systems, or a related technical discipline.
  • 8+ years of experience in technical operations, program management, or technical leadership roles in enterprise or federal technology environments.
  • 5+ years of experience serving as a technical liaison between development teams and business stakeholders, with proven ability to translate technical concepts for non- technical audiences.
  • Strong understanding of software development lifecycles (SDLC), agile methodologies, and modern development practices including CI/CD, DevOps, and SRE principles.
  • 3+ years of experience working with federal or quasi-federal government technology programs, including familiarity with federal acquisition processes and compliance requirements.
  • Exceptional written and verbal communication skills, with demonstrated ability to create executive summaries, status reports, and value-focused progress narratives.
  • Proven ability to manage multiple priorities simultaneously and maintain focus on strategic objectives while addressing tactical execution details.
  • Technical breadth across multiple technology domains (e.g., cloud platforms, databases, application architecture, infrastructure) with ability to quickly learn new technologies.
  • Experience working with enterprise architecture frameworks and understanding of end-to-end system dependencies and integration points.
  • Strong analytical and problem-solving skills with ability to identify root causes and propose actionable solutions.

Preferred Qualifications:

  • Master's degree in Business Administration, Technology Management, or related field is highly desirable.
  • Experience with GSA systems and programs, particularly FCS based or similar enterprise data initiatives.
  • Familiarity with AI-enabled software development and emerging technologies in the federal technology space.
  • Certification in agile methodologies (e.g., Certified Scrum Master, SAFe Agilist) or project management (PMP, PgMP).
  • Experience with Jira, Confluence, or similar collaboration and project management tools for both Kanban and Scrum workflows.
  • Background in technical training development and delivery, including assessment of technical skill gaps and training needs.
  • Knowledge of cloud platforms (AWS, Azure, GCP) and cloud-native architectures, particularly in government cloud environments.
  • Understanding of data governance, data management principles, and enterprise data architecture patterns.
  • Experience with change management processes and organizational change initiatives in large enterprise or government settings.
  • Familiarity with value stream mapping, OKRs (Objectives and Key Results), or other frameworks for measuring and communicating business value.

Salary Range

The proposed salary range for this role is $130,000.00 to $145,000.00 USD. The salary range provided is a good faith estimate representative of all experience levels. Karsun considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
