Program Manager - NCIS IT

Join Life Cycle Engineering in support of the NCIS IT support services mission headquartered in Quantico, Virginia. The Information Technology Directorate (ITD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States (U.S.) Navy and Marine Corps.

Position Summary:

The Program Manager will function as the overall manager for the who will serve as the authorized point of contact with the Contracting Officer Representative, and is a senior-level project manager with a demonstrated ability to head a multi-disciplinary team of technical and technical support staff for Government customers in the Information Technology domain.

Clearance Requirements:

  • Must have an active DoD Top Secret/SCI clearance


Essential Functions and Responsibilities:

  • Manage a diverse team of technical professionals and technical support staff
  • Responsible for managing scope, budget, schedule and performance
  • Provides direction, prioritization, coordination, and conflict resolution while managing project teams that accomplish project objectives
  • Excellent written and spoken communication skills are required, as well as the ability to work with all levels of management.


Required Education, Skills, and Experience:

  • Minimum of fifteen (15) years of intensive and progressive experience working in IT or engineering industries
  • Must have a Project Management Professional (PMP) certification
  • Demonstrated ability of managing at least forty (40) or more IT professionals in diverse locations and with duties commensurate to those defined in this PWS
  • Greater than one (1) year managing complex organizations and maintaining total responsibility for the financial success of the organizational unit
  • Demonstrated project and risk management skills including: ability to manage multiple priorities, resources, customers, and managers with a focus on consistency and accuracy
  • Proficient with MS Project


Physical Demands and Expectations:

  • Regular physical activity including walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
