Requirements Analyst

Join Life Cycle Engineering in support of the NCIS IT support services mission headquartered in Quantico, Virginia. The Information Technology Directorate (ITD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States (U.S.) Navy and Marine Corps.

Position Summary:

As the Requirements Analyst, you will act as the conduit between the customer community and the software development team through which requirements flow. The Requirements Analyst has the primary responsibility to elicit, analyze, validate, specify, verify, and manage the real needs of the project stakeholders, including customers and end users. This position is expected to start in Q3 of 2026.

Clearance Requirements:

Must have an active DoD Secret Clearance

Essential Functions and Responsibilities:


  • Interface with product owners and users of applications to understand business needs and desired changes for new or existing production systems.
  • Define, collects, analyzes, and organizes business requirements and communicates the same information to members of the software development team, including but not limited to Software Developers, Software Testers, Business Systems Analysts, Information Assurance Engineers, and Content Administrators.
  • Collaborate with the team to ensure application changes meet business needs.
  • Demonstrate application changes to product owners as they are delivered so that additional changes or modifications are recognized early in the development process.
  • Conduct peer reviews to solicit feedback on materials created.


Required Education, Skills, and Experience:

  • Minimum of five (5) years of experience writing requirements documents (e.g., Requirements Specifications, Requirements Traceability Matrices, Functional Specifications, and Test Requirements documents).
  • Understanding contemporary requirements elicitation, analysis, specification, verification, and management practices and the ability to apply them in practice; familiarity with requirements engineering books and resources.
  • Understanding of how to practice requirements engineering according to several software development life cycles in a team environment.
  • Knowledge of product management concepts and how enterprise software products are positioned and developed.
  • Skilled in the use of MS Office tools (i.e., Word, Excel, Project, PowerPoint, Visio). Ability to analyze and effectively communicate technical details about complex business processes through documentation.


Physical Demands and Expectations:

  • Travel will be required to support this task (up to 25% travel)
  • Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
