Position Summary

This role supports the SUBSAFE Program Director in directing and maintaining the Submarine Safety (SUBSAFE) and Deep Submergence System (DSS) programs to ensure production efforts are in compliance with customer directives, requirements and specifications. The Deputy SUBSAFE/DSS Program Director must be able to interpret all SUBSAFE/DSS related requirements, directives and standards and advise personnel. Travel may be required up to 5% of the year. Strong analytical and interpersonal skills required.


Duties And Responsibilities

* Implement an effective SUBSAFE/DSS program, which follows the guidelines of the QA Manual, and all documentation and requirements associated with the program.
* Review program document changes, assessing the impact on the operations and procedures, and proposing changes to QA Manual and procedures.
* Perform all duties and responsibilities set forth in the QA Manual, including reviewing and resolving all SUBSAFE issues, advising production and QA personnel on SUBSAFE/DSS matters, and other related duties.
* Monitor the Audit, Surveillance and Evaluation (AS&E) and Corrective Action Report (CAR) Programs, rectifying any issues regarding the SUBSAFE/DSS program (e.g., improper material storage, inadequate training, procedure/boundary violations, etc.).
* Review and concur with responses to SUBSAFE/DSS related audit/surveillance reports and CARs and forwarding them to the QA Manager. This will include conducting shipboard surveillances and shop surveillances as required by the SSPD.
* Monitor the training program that facilitates all training and qualification requirements for employees involved in the SUBSAFE/DSS program. Ensure training and examination/qualification records are maintained, and employee training and program assessments/audits are conducted.
* Ensure a program is implemented, which ensures Controlled Material spaces, accountability records, and documentation in support of material certification (e.g., SUBSAFE, Level I, Scope of Certification (SOC), etc.) are properly maintained.
* Advise the QA Manager on SUBSAFE/DSS matters concerning Task Group Instructions (TGI) and Controlled Work Packages (CWP)- Re-Entry Controls (REC) for details of each activity's responsibilities prior to, during and upon completion of task (e.g., SUBSAFE/Level I boundaries and recertification responsibilities, etc.).
* Advise the QA Manager on SUBSAFE/DSS matters concerning Memorandum of Agreement (MOA), Certificate of Compliance (COC), etc.
* Implement SUBSAFE/DSS Program directives and changes promptly and monitor for proper execution.
* Review the SUBSAFE/DSS program for maintenance of submarine material certification to ensure performance of and compliance with required maintenance (e.g., Unrestricted Maintenance Requirement Card (URO MRC), etc.) to sustain material condition to support unrestricted operations.
* Serve as a company representative for meetings with Naval Sea Systems Command (NAVSEA), Type Commanders (TYCOM), Squadrons, other divisions/companies and activities to discuss SUBSAFE/DSS functions, procedures, changes or requirements when required by the SSPD.
* Ensure internal reviews of the SUBSAFE/DSS Program (e.g., surveillance, audit, evaluation, trend analysis, assessment, etc.) are conducted and discrepancies corrected.
* Advise Program and Production Managers on all matters related to the SUBSAFE/DSS program. Ensure managers budget effectively for SUBSAFE training and other SUBSAFE related overhead.
* Independently create methods and processes to increase safety, quality or production, or to decrease costs. Work closely with the Operations Managers to maintain a positive profit center in support of departments and divisions. Report activities and monitor operations to plan and profitability guidelines.
* Other duties as assigned.


Qualifications

REQUIRED

* Bachelor's Degree in an Engineering discipline (e.g. Mechanical, Electrical, Structural, Naval Architecture, or similar) from an accredited college or university; or five (5) years' experience managing quality programs in lieu of an Engineering Degree.
* Minimum three (3) years' practical experience with quality programs, quality inspection, and/or quality control involving SUBSAFE or DSS Programs.
* Minimum three (3) years' experience performing quality reviews of SUBSAFE or DSS work.
* Minimum two (2) years' experience in auditing SUBSAFE or DSS programs.
* Must possess in-depth working knowledge of SUBSAFE/DSS Programs as defined by NAVSEA 0924-062-0010, Submarine Safety (SUBSAFE) Requirements Manual, SS800-AG-MAN-010/P-9290 System Certification Procedures and Criteria Manual for DSS and associated documents.
* Working knowledge of NAVSEA, Naval Surface Warfare Center, Naval Shipyards and Supervisor of Shipbuilding and Conversion and Repair and Type Commander Organizations.
* Must be able to obtain and maintain a Secret Security Clearance issued by the U.S. Department of Defense.
* Must be a U.S. Citizen who is not a dual citizen of any other country.

* Strong written and verbal communication skills.
* Ability to prioritize and balance multiple tasks and work independently.
* Ability to adapt to various project management software suits including but not limited to Jira, Confluence, Microsoft Project, Cameo, SharePoint, and Empower.
* Demonstrated interpersonal skills working with office and production personnel.
* Must be detail oriented.
* Ability to clearly communicate and coordinate efforts and interact with internal and external stakeholders.
