Summary:

The Program Manager (PM) provides overall leadership, oversight, and strategic direction for the Armed Services Blood Program (ASBP), ensuring efficient, effective, and compliant management of blood operations across the Armed Forces. The PM leads program planning, data analysis, business process improvement, stakeholder engagement, and operational oversight. This role ensures timely and cost-effective availability of blood products to meet peace and wartime operational requirements, manages analytics and reporting, and supports strategic initiatives to optimize ASBP performance.


Responsibilities

Essential Job Functions:

  • Lead strategic and tactical initiatives for ASBP, ensuring alignment with mission objectives and operational needs.
  • Analyze business processes, operational workflows, and data trends to identify areas for improvement and implement process re-engineering solutions.
  • Conduct data analytics using the Enterprise Blood Management System-Donor (EBMS-D) and other data sources to support decision-making, generate insights, and measure performance using key performance indicators (KPIs).
  • Create visual representations of current and proposed business processes to identify inefficiencies and support solution implementation.
  • Support strategic planning, business process improvement, and program optimization, including stakeholder engagement, briefings, and presentations to program leadership.
  • Craft, review, track, and maintain Memoranda of Agreement (MOAs) with external partners, civilian blood centers, and other agencies, ensuring documentation and compliance.
  • Conduct comparability assessments of foreign nation blood programs and prepare reports to determine equivalency with U.S. standards.
  • Build and maintain effective relationships with diverse stakeholders, including legal counsel, Service Blood Program managers, Medical Treatment Facility personnel, and ASBP leadership.
  • Ensure regulatory compliance, risk management, and continuous process improvement across all ASBP operations.

Qualifications

Necessary Skills and Knowledge:

  • Expertise in data analytics, business process improvement, and operational workflow optimization.
  • Familiarity with blood program operations, donor management, and supply chain requirements for military or large-scale healthcare systems.
  • Ability to develop and analyze KPIs, process metrics, and operational reports.
  • Knowledge of strategic planning, stakeholder management, and Memorandum of Agreement (MOA) development.
  • Ability to lead cross-functional teams, coordinate multi-site operations, and implement program-wide initiatives.
  • Strong written and verbal communication skills, including briefings, training, and executive reporting.

Minimum Qualifications:

  • Minimum of 7-10 years of program management experience.
  • Ability to travel to locations within the USA and overseas, such as Germany and Japan.
  • U.S. citizenship and ability to obtain and maintain any required security clearance.

Preferred Qualifications:

  • Bachelor's or Master's degree in a related field.
  • Program Management Professional (PMP) certification or equivalent.
