Overview

The Program Analyst III serves as a senior-level subject matter expert (SME) supporting OSAC membership policy implementation and adjudication processes. The position performs independent analytical review and advisory support related to OSAC membership applications, providing recommendations to the Government based on established eligibility criteria, policy guidance, and risk considerations. Final approval or denial authority remains with the Government.

The incumbent provides expert-level support to OSAC operations by analyzing complex or sensitive membership cases, identifying discrepancies or potential risk factors, and advising OSAC leadership and designated Government officials on recommended outcomes. The position also delivers expert guidance to internal staff and external stakeholders, supports training efforts, and serves as a primary point of contact for complex membership account and system-related issues.

MAJOR DUTIES AND RESPONSIBILITIES:

    Serves as a senior-level SME supporting OSAC membership policies, eligibility criteria, and adjudication processes.
  • Conducts independent, in-depth reviews of OSAC membership applications, verifying eligibility, identifying discrepancies, assessing potential risk or sensitivity, and preparing documented analyses and recommendations for Government review and decision.
  • Provides advisory support on complex, novel, or precedent-setting cases, elevating high-risk matters to Government leadership with clear options and recommendations.
  • Interprets and applies membership policies, procedures, and precedents to support consistent application across cases; recommends policy clarifications or procedural improvements to Government stakeholders.
  • Serves as a primary point of contact for membership inquiries, including application status issues, eligibility questions, and disputes related to adjudication outcomes, coordinating with Government officials as required.
  • Provides expert customer service support for membership accounts and profiles, including account access issues, profile updates, and affiliation changes, in accordance with Government direction.
  • Troubleshoots membership system and account issues, coordinating with Government technical staff and other offices to resolve problems efficiently and accurately.
  • Develops and delivers training materials and reference guides on membership policies, adjudication workflows, risk considerations, and account management procedures for Government approval and use.
  • Analyzes membership data and adjudication trends to identify workload drivers, operational challenges, policy gaps, or emerging risks, and provides analytical reports and recommendations to Government leadership.
  • Supports continuous process improvement initiatives by identifying inefficiencies, proposing enhancements, and assisting with implementation efforts as directed by the Government.
  • Participates in meetings and briefings to provide analytical input on membership trends, operational challenges, and program support requirements.
  • Operates with minimal day-to-day supervision and applies advanced analytical judgment to complex and sensitive issues affecting OSAC membership operations.

QUALIFICATIONS:

  • Must be a U.S. citizen and possess, at a minimum, a Secret security clearance, with eligibility to obtain and maintain a Top Secret clearance.
  • Bachelor's degree preferred but not required.
  • Minimum of 5 years of relevant professional experience; experience serving as a program analyst, policy analyst, adjudicator, planner, coordinator, or manager strongly preferred.
  • Demonstrated experience applying and interpreting policies to make independent determinations with organizational impact.
  • Proven ability to provide authoritative advice and explain complex policy decisions clearly to internal and external audiences.
  • Expert written and oral communication skills.
  • Strong customer service skills, including experience resolving sensitive or complex issues with professionalism and discretion.
  • Experience training staff or serving as a functional lead or SME.
  • Experience working with databases or account-based systems; ability to troubleshoot user access and profile issues preferred.

ADDITIONAL QUALIFYING FACTORS:

As a condition of employment, candidates for posted positions must have acceptable reference and background check results and pass a pre-employment drug screening. Some travel will be required.
