Summary:
Member of a staff of professionals working in the DOT Compliance Group that will coordinate and lead Company efforts related to requirements of significant regulatory enforcement actions, Special Permits, Annual Reporting and new regulatory requirements and issues for the Company's gas and liquid pipeline and related facilities operations.

Significant regulatory enforcement can have a multi-year lifecycle to completion and requires coordinated, multi-departmental efforts which include oversight and routine engagement with internal stakeholders to ensure task completion per required timeframes. This role provides opportunities to interface with numerous levels of Company management and utilize interpersonal skills to gain cooperation and buy in. Role may require engagement, selection, and oversight of contract labor to assist in completion of required tasks.

Role will also assume DOT Compliance responsibilities over Special Permits maintenance and Hazardous Liquid Annual Reporting. The Company maintains multiple Special Permits for gas and liquid operations that require frequent regulatory notifications and reporting to both Federal and State agencies. These permits require coordination with operations to identify and act on instances when a new permit or a permit extension may be required. The Hazardous Liquid Annual reporting function will involve working closely with multiple internal teams such as GIS and Pipeline Integrity to compile and QC data in order to submit multiple reports by mid-year, year over year.

Role also assists DOT Compliance, Technical Services, Operations, and other key supporting internal departments with interpretation of existing, proposed and pending new regulations and helps develop impact studies and implementation of new or updated procedures and programs that support Company compliance with all regulatory requirements. Role will also monitor Company enforcement history to identify trends and assist in formulating action plans to mitigate or prevent repeat enforcement.

This position provides the unique opportunity to be based in an office environment but spend a portion of time in the field directly engaged with operations and supporting personnel.

Essential Duties and Responsibilities:

  • Provide support to cross-functional teams in the development of action plans for significant regulatory enforcement matters (Corrective Action Orders, Safety Orders, Consent Agreements, etc.)

  • Provide guidance and training to internal stakeholders on requirements of significant enforcement actions and Special Permits.

  • Perform tracking and quality assurance/quality control for action items related to significant enforcement and Special Permits.

  • Comprehensive knowledge of federal, state and local regulations (i.e. DOT/PHMSA and individual State Pipeline Safety Regulations).

  • Ability to understand complex proposed and pending rulemakings and develop action plans to aid Company in understanding operational impacts and assist in charting roadmap for achieving compliance.

  • Ability to demonstrate knowledge and understanding of gas and liquid pipeline operations.

  • Develop and leverage comprehensive knowledge of company standards, procedures, compliance programs and MOC process.

  • Work collaboratively with numerous internal groups to collect, organize, review and compile extensive data sets required to complete hazardous liquid Annual Reports.

  • Leverage database of Company regulatory enforcement history to identify trends that will aid in developing action plans to mitigate or prevent repeat enforcement.

Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

* Bachelor's degree in relevant field or equivalent work experience.

Required Experience is commensurate with the selected job Level:

  • The Specialist/Analyst level requires a Bachelor's degree or equivalent experience and 2-5 years of relevant job-related experience
  • The Senior Specialist/Analyst level requires a Bachelor's degree or equivalent experience and 5-8 years of relevant job-related experience
  • The Lead Specialist/Analyst level requires a Bachelor's degree or equivalent experience and 8+ years of relevant job-related experience

Required Qualifications:

  • Ability to provide a valid state driver's license, present and maintain a good driving record and to operate company vehicles safely and in compliance with applicable laws and company policies.

Preferred Qualifications:

  • Prior Pipeline Operations, Field Engineering or Regulatory Compliance experience.

Working Conditions and l Requirements:

  • Ability to exert up to 10 pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull or otherwise move objects.

  • Ability to bend and stoop for filing.

  • Ability to sit for long periods of time.

  • Ability to operate a laptop or personal computer and office equipment, including copiers, scanners, telephones and mobile phones.

  • Ability to view a laptop screen or personal computer monitor for long periods of time.

  • Ability to work overtime as needed or required to meet established deadlines or agency reporting requirements.

  • Ability to work out of doors, with some exposure to all weather conditions while wearing PPE.

  • Ability to work successfully in an office environment.

  • Ability to travel for consecutive days up to one full week at a time.
