The Maryland Department of Transportation, Secretary's Office (MDOT TSO), is seeking a visionary Chief Information Officer (CIO) with a demonstrated record of leading complex IT organizations through strategic transformation across people, processes, and technology. This executive role is instrumental in shaping MDOT's technology future by aligning information technology strategy with Departmental priorities, implementing modern and innovative solutions, and advancing digital maturity across all transportation modes.

The CIO serves as MDOT's principal technology executive, providing strategic leadership and enterprise oversight of the Office of Transportation Technology Services (OTTS). OTTS is comprised of IT professionals and contracted resources responsible for designing, delivering, and sustaining technology solutions that support MDOT's mission, enhance operational efficiency, optimize costs, and improve service delivery within a rapidly evolving technology environment. The CIO leads enterprise-wide transformation through technology modernization, innovation, and structured change management, ensuring IT capabilities support operational resilience, security, and organizational effectiveness. The CIO will support an enterprise-wide cybersecurity and information assurance program that aligns with federal and state requirements.

In this role, the CIO collaborates closely with executive leadership to modernize legacy technology environments, evaluate and implement emerging technologies, and lead organizational and cultural change initiatives that deliver measurable and sustainable operational and business outcomes.

Core Competencies and Key Responsibilities

  • Strategic IT Leadership: Develop and execute a comprehensive, multi-year IT strategy that aligns with MDOT's transportation mission, statewide digital government initiatives, and long-term enterprise objectives.
  • Change Management: Provide executive leadership in the application of structured change management practices to ensure the effective and sustainable adoption of new technologies, business processes, and operating models across the Department.
  • IT Service Management: Implement IT service management (ITSM) practices that prioritize customer-centric service delivery, operational efficiency, and measurable performance outcomes.
  • Governance and Portfolio Oversight: Support enterprise governance frameworks to prioritize technology investments, manage portfolios, and monitor transformation initiatives to ensure value realization.
  • Cybersecurity Risk and Compliance: Integrate cybersecurity and risk management into modernization and transformation initiatives.
  • Innovation and Emerging Technology: Evaluate, recommend, and oversee the adoption of emerging technologies and platforms that advance MDOT's operational effectiveness, digital maturity, and strategic goals.
  • Enterprise Collaboration: Partner with executive leadership to define IT transformation objectives, identify modernization and digitalization opportunities, and drive operational efficiency across all MDOT modal administrations.
  • Data, Automation, and User Experience: Promote the use of automation, data-informed decision-making, and user-centered design across technology initiatives to enhance service delivery, operational performance, and organizational outcomes.

The current vacancy exists at MDOT TSO in the Office of Transportation Technology Services (OTTS), which is located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: A bachelor's degree in Information Technology, Computer Science, Business Administration, or a closely related field or discipline from an accredited college or university.

Experience:

Ten (10) years of progressive IT leadership experience planning, developing, implementing, executing, and supporting information technology systems and/or programs.

Five (5) years must have been in executive or senior management roles leading enterprise-scale technology modernization and transformation initiatives, including cybersecurity risk management.

This experience must demonstrate the ability to apply formal change management practices to support technology adoption and organizational transformation.

The ideal candidate will possess the following:

  • Master's degree in Information Systems, Business Administration, or related field.
  • Change management and organizational transformation experience
  • Experience facilitating collaboration within a decentralized IT environment
  • Knowledge and experience of IT systems that support infrastructure related activities, such as transportation, utilities, and other federally regulated industries.
  • Lead enterprise technology strategies while ensuring cybersecurity, risk management, and regulatory compliance align with business objectives.
  • Experience leading innovation initiatives while maintaining operational stability in mission-critical environments.
  • Well-developed negotiation, persuasion, listening, and conflict resolution skills
  • Ability to communicate effectively one-on-one or to a larger group and interact effectively with senior management and business unit leaders, as well as interact constructively with internal customers, stakeholders, and suppliers
