Directs the provision of pharmaceutical care at assigned hospital's Inpatient Pharmacy, Oncology Center, Ambulatory Infusion Center and Out-Patient Pharmacy. Responsible for ensuring compliance with all laws and regulations governing the Pharmacy including licensing the pharmacy. Direct and oversee all aspects of Pharmacy operations including clinical decision-making aspects of patient management, accreditations and inspections. Responsible for the overall direction of the pharmacy department, including the purchase, storage, compounding, packaging, and dispensing of drugs. Develops policies and procedures, directs pharmacy personnel, and ensures adequate staffing for the department. Serves as a mentor to the Pharmacist in Charge (PIC) at assigned hospital.

MINIMUM QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Must possess a current license as required by the state board where services will be provided or be license eligible. Licensure must be completed within 100 days of hire.
WV: Pharmacist license through the West Virginia State Board of Pharmacy

NOTE:

* While waiting on licensure, employee may not practice pharmacy under West Virginia law and may not be allowed within the licensed pharmacy area without direct and guided supervision of a licensed pharmacist

* Employee may not function as a Pharmacist-in-Charge or perform any function of a practicing pharmacist.

* Incumbents will refrain from engaging in any responsibilities that necessitate a pharmacist's license until they have obtained full licensure.

EXPERIENCE:
1. Candidates should have experience in at least one of the following areas:
Completion of a health-system pharmacy administration residency programANDFour (4) years of administrative experience
Completion of a non-health-system pharmacy administration residency programANDFive (5) years of administrative experience
Seven (7) years of health-system pharmacy administrative experience and/or inpatient pharmacy experience.

PREFERRED QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Master of Business Administration, Master of Health Administration, Master of Science in Health-System PharmacyAdministration, or Master's in Public Health.
2. Board Certification in a clinical pharmacy specialty

EXPERIENCE:
1. Hospital patient care work experience.

1. Promotes, through a close working relationship with the pharmacy managers, a climate to promote the safe, effective, rational and cost-effective use of medications at assigned hospitals and clinics/practices.

2. Serves as the primary contact in terms of interdepartmental communication.

3. Directs comprehensive drug distribution systems ensuring that established policies and procedures related to medication preparation and dispensing are observed.

4. Directs clinical pharmacy services.

5. Serves as secretary of the Pharmacy and Therapeutics Committee.

6. Directs multiple pharmacy locations and services including scheduling, budgeting, and reviewing contracts and processes in providing pharmacy services.

7. Develops goals and plans for implementation for future directions of the Department.

8. Promotes the professional development of staff members.

9. Responsible for the development of the annual Performance Improvement Plan of the department.

10. Encourages the use of Total Quality Management techniques as a means of improving the products of the Department.

11. Utilizes key financial and productivity tools to manage and allocate resources of the department.

12. Prepares annual operations budget, and capital budget based on projected business activity and monitors financial performance against budgeted activity.

13. Identifies, and works to rectify, budget variances.

14. Promotes programs that stress cost-effectiveness while maintaining quality.

15. Establishes and monitors Pharmacy policies and procedures and works cooperatively with other hospital care units as necessary to meet the service needs of patients, staff and to maintain compliance with regulatory agencies.

16. Reviews, develops, and manages formularies.

17. Ensures licensure, compliance and good standing with applicable federal, state and local regulatory agencies.
