POSITION SUMMARY The Director for Campus Climate Affairs serves as the systemwide resource for best practices, statutory and regulatory requirements, and data related to campus climate and equityand inclusion efforts. The Director utilizes advanced, specialized expertise to manage a diverse portfolio of systemwide policies, planning coordination, training programs and special initiatives to address campus climate and systemwide efforts to meet the mission of the University of California. The Director operates in a visible, politically sensitive, legally complex and evolving arena to resolve complex policy issues and deals with highly sensitive campus information. Part of a tripartite team within Student and Equity Affairs, that includes student policies and governance, student mental health and well-being, the Director works collaboratively with these teams to develop a comprehensive campus climate strategy for the system. The Director collaborates regularly with leaders and stakeholders in UC Legal, the Systemwide Office of Civil Rights, Systemwide Community Safety, State and Federal Governmental Relations, External Relations and Communications, Budget and Planning, and other units within Academic Affairs to respond to key policies and initiatives related to campus climate. The Director provides leadership, guidance, education, policy development on campus climate and represents the University to external constituencies. The Director also collaborates with UC campus leadership to develop and improve the policy framework as well as develop guidelines for thriving campus climates. The Director leads and develops recommendations for sharing of best practices, strategy development, and raising the visibility of UC's work related to campus climate. The Director supervises two policy analysts who support work in the area of campus climate as well as other areas in Student and Equity Affairs. This position is eligible for a remote work arrangement within California and requires travel to various UC campuses as needed. The selected candidate must reside in California or be willing to relocate. Responsibilities
- 30% LEADERSHIP AND STRATEGIC PLANNING: Serves as the organization expert for campus climate and belonging. Advises the Associate Vice President and Vice President and other executive leaders on campus climate policy issues. Oversees systemwide campus climate coordination, collaboration and data gathering. Identifies and facilitates the use of best/promising practices related to campus climate across the 10 UC campuses. Offers expertise on how to assess and enhance cultural competencies of clinical interventions, trainings, and services. Develops and maintains complex relationships with campus climate and, equity and inclusion stakeholders (partner institutions, , non-profit organizations, etc.). Identifies and pursues opportunities for conference presentations, publications, and recognition for the University.
- 25% POLICY DEVELOPMENT AND PROJECT MANAGEMENT: Plans, develops, and implements new programs and organizational structure changes required to implement new policies. Drawing upon a combination of expertise, leadership, and research, uses a collaborative approach to determine systemwide needs as well as the technical, operational, and social vision for professional staff development, training, and continuing education requirements. Coordinates and manages fundraising strategies as appropriate to ensure that appropriate opportunities are available for staff development and training. Develops and analyzes feedback on professional development activities from participants to share with senior leaders.
- 20% STRATEGIC COMMUNICATIONS AND RELATIONS: Serves as the primary liaison between Graduate, Undergraduate and Equity Affairs, the UC campuses, and other Office of the President departments to develop, implement and communicate policies and practices related to campus climate. Develops and maintains the appropriate analytical and procedural framework for addressing the issues in the organization. Ensures that campus climate resources and best practices are integrated with considerations of other campus life and student success issues (e.g., student basic needs, sexual violence/sexual harassment, equity and inclusion). Presents to a variety of audiences to share University policies and practices related to campus climate on external panels, committees, and meetings. Gathers information related to campus climate related press/media inquiries in consultation with External Relations and Communications. Represents the University on work groups and advisory boards pertaining to campus climate as well as in professional forums where UC policies and practices are the focus of discussion .Prepares talking points for legislative hearings and Regents discussions for the Provost, the Vice President, and other senior leadership. Prepares legislative and regental reports; identifies and analyzes themes and trends to be included; coordinates the production of necessary data; and is responsible for all aspects of the content, appearance, and publication of the report.
- 20% MANAGEMENT: Directs and manages at least two professional staff, as well as intern staff, responsible for developing appropriate content for websites and publications, providing technical assistance to campuses, conducting policy analysis, researching best practices, and staffing committees, work groups, and task forces. Establishes team goals and objectives and manages accountability and stewardship of human, financial, and other resources in compliance with departmental and organizational goals and objectives. Determines long-term and short-term strategic plans to achieve the objectives of the organization.
- 5% OTHER DUTIES: Attends classes, seminars and conferences that enhance expertise. Represents the university at meetings, conferences and events as appropriate, and participates in activities that enhance the UC community and support the university mission. Upholds the organization's Principles of Community and assures that those values are upheld throughout the department. Other duties as assigned.
Required Qualifications
- Minimum 10 years of relevant work experience.
- Advanced knowledge in campus climate and equity and inclusion at campus wide level and management of sensitive information and data.
- Demonstrated ability to focus on key issues, research, gather and integrate information and participate with others across organizational lines (UC campuses and non-UC entities/agencies) in developing a wide range of qualified resources and data as the basis for formulating recommendations.
- Demonstrated success in working with diverse populations (race/ ethnicity/ gender/ sexual orientation/ nationality/ ability status/ SES/ etc.). Sensitive to cultural differences and implications for health care.
- Skills in judgment and decision-making, problem solving, identifying measures of performance for staff and the actions to improve performance.
- Advanced skills in all levels of project management. Proven track record supporting policy development and implementation that effectively furthers an institution's goals.
- Demonstrated ability to be proactive, creative and innovative in solving problems and issues. Ability to develop original ideas to solve problems.
- Ability to use discretion and maintain all confidentiality.
- Advanced training in quantitative and qualitative data analysis and reporting.
- Excellent oral communication skills which demonstrate the ability to effectively convey and explain information and tactfully deal with diverse populations, situations, and ideas. Strong oral communication skills to communicate with senior management, and lead and direct subordinates.
- Excellent written communication skills which demonstrate the ability to draft clear, concise specifications, documentation, analytical reports, editing and proofreading training and resource materials.
- Knowledge of principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
- Experience managing social media, web-based applications, and various electronic media formats.
- Moderate to advanced knowledge of University-specific computer application programs such as Word, Excel, PowerPoint, Outlook, Adobe, Cascade.
Education
- Bachelor's degree in related area and / or equivalent experience / training.
