Posting Summary
Rutgers, The State University of New Jersey, is seeking a Telecommunications Analyst III for the Office of Information Technology.

Reporting to the Manager of the OIT-Enterprise Infrastructure Outside Plant Group, the Telecommunication Analyst III provides engineering support for the university's fiber optic cable infrastructure, providing services across all campuses. The position provides designing, installing, and maintaining the University's owned telecommunication infrastructure, including both aerial and underground systems.
Among the key duties of this position are the following:

  • Supports the University's data network (RUnet), Voice over IP (VOIP) and other systems.
  • Designs and plans outside plant fiber optic networks, including routes, splice points, and equipment placement, ensuring optimal performance and scalability.
  • Assists in maintaining the existing fiber optic cable plant including design drawings, spreadsheets, cable management databases (RCMS), and right-of-way records for all new and existing fiber optic installations.
  • Performs fiber splicing, OTDR/power meter operations, reading schematics, GIS, network documentation, and troubleshooting fiber optic cabling and associated hardware.
  • Maintains the existing fiber optic cable plant (Underground and Aerial) as well as all new fiber optic installations.
  • Develops positive relationships with departmental clients and supporting the mission and values of the Office of Information Technology - Enterprise Infrastructure.
  • Understands and adheres to Rutgers' compliance standards as they appear in Rutgers' Corporate Compliance Policy, Code of Conduct and Conflict of Interest Policy.
  • Performs other related duties as assigned.

Qualifications






Minimum Education and Experience

  • Bachelor's degree in a relevant field plus five (5) years of experience in outside plant engineering and construction, with specific knowledge of telecommunications. Equivalent education, experience and/or training may be substituted for the degree requirements.
  • Experience with CAD software and GIS systems for design and planning.

Certifications/Licenses
  • Use of personal vehicle in order to travel for business demands; a valid driver's license would be required for this position.
Required Knowledge, Skills, and Abilities

  • Experience with CAD software and GIS systems for design and planning.
  • Possess the ability to correctly identify and diagnose common networking system problems, and document and implement appropriate resolution techniques.
  • Must be able to decipher the US industry standard fiber optic 12-color sequence code (TIA598).

Preferred Qualifications
  • Fiber Optic Certification is preferred. Familiarity with NFPA and NEC Electrical Codes.

Physical Demands and Work Environment

  • Sitting, standing, walking, talking or hearing. Ability to work at various heights and climb ladders.
  • Ability to lift and carry 60lbs. Willing to travel, when necessary, to sites throughout New Jesey for business demands. Available to work during off hour emergencies.
