JOB SUMMARY

The DOT Projects Specialist is a key member of the Produced Hydrocarbons Regulatory Compliance team, serving as the primary compliance liaison for projects on DOT-regulated pipelines. This position ensures adherence to all applicable DOT regulations throughout project design and execution and provides regulatory guidance to project teams. The role also includes North Slope-based backfill responsibilities for the DOT Compliance Specialist position as needed.

ESSENTIAL DUTIES

  • Serve as a Visible Safety Leader.

  • Support internal and external audits with documentation and records.

  • Review and assist with Management of Change (MOC), Pre-Startup Safety Reviews (PSSRs), and Process Hazard Analysis (PHA).

  • Provide North Slope-based coverage for the DOT Compliance Specialist as needed.

  • Support development and implementation of standardized tools, cadence, and metrics for project governance.

  • Collaborate with field teams to verify standards are applied during SIMOPS and project work.

  • Provide technical input to operational planning and project execution.

  • Lead and provide project pipeline technical expertise and support for the design and implementation of projects.

  • Report on project progress and facilitate flow of information to multi-functional stakeholders (operations, maintenance, engineering, 3rd party connectors, etc.)

  • Provide guidance on DOT regulations (49 CFR Parts 192 & 195) and ensure compliance throughout project lifecycle.

  • Review and approve project plans, procedures, and documentation for regulatory alignment.

  • Coordinate with internal teams and external stakeholders to resolve compliance issues.

  • Conduct audits, inspections, and risk assessments related to DOT requirements for federal and state regulators.

  • Prepare and maintain compliance documentation and regulatory reports.

  • Support project teams in developing and implementing compliance strategies.

  • Contribute to regulatory reporting, incident investigations, and follow-up actions

  • Support AES zero-incident safety culture and assume personal accountability and responsibility for safe work practices in all projects, activities, and operations.

  • Other duties will be assigned to this position as needed.

REQUIRED EXPERIENCE

  • Current / valid driver's license

  • Associate's Degree in relevant field

  • 5+ years of direct experience understanding and interpreting DOT pipeline regulatory requirements for complex projects (49 CFR Parts 192 and 195)

  • Excellent communication and collaboration skills

  • Willingness to travel and work in North Slope conditions up to 15% of the time

  • Advanced proficiency with Microsoft O365 applications: Excel, Outlook, PowerPoint, SharePoint, Teams and Word

  • Advanced knowledge of DOT Pipeline Regulations (49 CFR Parts 192 & 195)

  • Advanced Pipeline Design, Construction, Operations, and Compliance

PREFERRED EXPERIENCE

  • Bachelor's degree in Engineering, Safety, or Physical Science

  • Prior experience as a DOT Compliance Specialist or similar role

  • Familiarity with capital project execution in regulated environments

  • Advanced process knowledge of NS Pipeline Facilities

  • Cross-functional experience with Projects, Asset Integrity, Operations, Maintenance, and HSE

  • 5+ years of experience in the oil and gas industry

  • Direct experience with Federal or State regulations or regulators

  • 1+ years of experience managing compliance programs for petroleum pipelines and natural gas/other pipelines, DOT 195 & 192 and OQ program administrative experience

  • Basic proficiency navigating and revising Spotfire or other analytics tools

WORKING ON THE NORTH SLOPE

While working on the North Slope of Alaska, your lodging and food will be provided to you. All camps provide warm meals and options to grab a quick lunch or snack from the spike rooms. Rooms vary from single status to shared rooms where your roommate may work the opposite shift. Wi-Fi and Internet is free and available within the camp. Services vary depending upon where you are staying; however, most facilities offer housekeeping, self-serve laundry, commissary, mail, gyms, TV/Theater Room, etc. Each facility will have its own accommodation and policies that will be reviewed upon on-site orientation.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

The physical demands and work environment requirements outlined below are representative of those necessary to successfully perform the essential functions of this position. A post-offer, pre-hire Functional Capacity Evaluation (FCE) will be conducted to ensure an employee's ability to safely meet job standards.
