Overview

Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for an Emergency Preparedness Specialist in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).



Essential Functions and Job Responsibilities

Design, develop, conduct, have oversight of, or support specific or all elements of the Navarro-ATL Emergency Preparedness Program. This could include: procedure writing; program planning; small project design and scheduling; developing and delivering training; planning and conducting drills and exercises; designing, developing and maintaining emergency response facilities and equipment; and, providing coordination with state and local emergency management authorities.

    Under minimal supervision administer and refine various administrative and programmatic functions in conjunction with or in support of Operations, Safeguards and Security, and Emergency Preparedness programs.
  • Utilize knowledge and experience to build, maintain, and prioritize cross-functional relationships with 222-S Laboratory personnel, Hanford Site Emergency Responders, and external Federal, State, and local partners.
  • Conduct training courses in an efficient, effective, and engaging manner for a variety of personnel.
  • Design, organize, develop, and conduct both limited scope and large-scale emergency preparedness drills and exercises for Facility Emergency Response Organization (FERO) proficiency.
  • Maintain fully operational and compliant Emergency Response Organization to include identifying and training backup personnel and tracking qualification status.
  • Create Emergency Preparedness drill packages to include development of accurate and logical scenarios, timelines, and expected response actions.
  • Ensure drill documentation including drill packages, reports, and evaluations, meet programmatic standards.
  • Lead the development, implementation, and tracking of corrective action plans.
  • Organize and lead interface meetings with stakeholders at all levels.
  • Ensure all applicable program requirements are implemented at the 222-S Laboratory to include Hazard Surveys, Emergency Planning Hazards Assessments, Building Emergency Plans, Emergency Response Plans, Asset Protection Agreements, and Administrative Interface Agreements.
  • Develop and revise Emergency Preparedness and Safeguards and Security documentation to reflect requirements, revisions, and operational changes, as necessary.
  • Coordinate, monitor, and implement an effective assessment program, ensuring assigned management assessments, observations, and surveillances are conducted and that performance expectations are achieved.
  • Ensure Abnormal Operating Procedures, Emergency Response Procedures, and general use procedures align and accurately represent expected response actions of 222-S Laboratory personnel and Facility Emergency Response Organization.
  • Qualify in assigned position and support the Hanford Emergency Operations Center as applicable.
  • Participate in off-shift drills as necessary.
  • Other duties as assigned.


Minimum Requirements

  • Bachelor's degree (BA/BS) in related field and 5 years of related experience or an equivalent combination of education and/or experience in the field of Emergency Management, Hazardous Material Response, Emergency Operations Centers, Radiological Emergency Response, and/or Nuclear Operations.


Desired Qualifications

  • Bachelor's degree (BA/BS) in related field and 8 years of related experience or an equivalent combination of education and/or experience.
  • DOE or FEMA Certified Instructor.
  • Certifications in FEMA ICS-100, ICS-200, ICS-700, and ICS-800.
  • Experience developing and maintaining emergency plans for state and/or federal entities.
  • Experience developing and evaluating emergency preparedness drills and exercises.
  • Ability to work in the Emergency Operations Center (EOC) on evenings and weekends in the infrequent event of an emergency.
  • Must have excellent written and verbal communication skills.
  • Proficient in the use of Microsoft Office Suite of products.


Compensation

Grade 16: $90,150 - $113,550

Grade 18: $109,013 - $137,538

The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
