Environmental, Operations and Construction (EOC) operates within HDR's Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices.

In the role of Deputy Project Manager, we'll count on you to:
  • Compose, type, format, proofread, edit and organize documents, reports, specifications and correspondence
  • Generate pre-construction / inspection documents (e.g., QC Plan, Work Plan, Health & Safety Plan, etc.)
  • Create and maintain paper and electronic files
  • Apply company quality assurance guidelines and procedures for project document management
  • Prepare, organize, and assist with contracts and sub-contracts
  • Coordinate meetings and assist with presentations
  • Exhibit professionalism with clients
  • Work closely with multiple Project Managers and project teams
  • Maintain standardized invoice procedures across contracts
  • Develop and maintain dashboards for KPIs (e.g., utilization, bookings, margin performance, CPAR/PPQ ratings)
  • Provide monthly rollups for senior leadership and client-facing performance reviews
  • Support CPAR/PPQ package preparation with data accuracy and formatting
  • Manage staff requisition tracking: approvals, timelines, and onboarding logistics
  • Coordinate with HR and recruiters to ensure alignment with staffing plans
  • Monitor subcontractor requisitions, task orders, and labor category compliance
  • Maintain contract deliverable trackers (CDRLs), deadlines, and quality assurance files
  • Support internal audits by ensuring all project files, approvals, and correspondence are organized and compliant with client requirements
  • Identify inefficiencies and propose streamlined systems to reduce PM overhead

Other responsibilities will also include:

  • Cradle-to-grave execution of Federal Construction Projects and may supervise one or more project coordinators
  • Reviews engineering plans and specifications for compliance with federal and state regulations and ensures that design formats comply with applicable guidance
  • Prepares required documentation to ensure project designs are suitable for solicitation through the base contracting office
  • Participates in the construction planning process by investigating proposed projects to obtain field data, check existing facilities and utilities, and to conceptualize the scope of the completed project
  • Furnishes sketches and layouts supplemented by verbal or written information for preparation of drawings
  • Prepares modification/alteration design specifications considering existing structures, utilities, facilities and other considerations of projects that are not readily apparent
  • Applies a practical knowledge of engineering methods, techniques, architecture, and historical project data to ensure project requirements are complete
  • Field activities to include Site Manager, Construction Inspector or SSHO may be required
  • Perform other duties as needed
Preferred Qualifications
  • Bachelor's of Science in Engineering or combination of education and relevant experience
  • Proficiency in Microsoft Word, PowerPoint and Excel
  • PMP certification

  • AMPP Cathodic Protection
Required Qualifications
  • Bachelor's degree in related field
  • 5 years related experience
  • Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions. Temporary and part-time roles eligible for limited benefits.) HAWAII: $96,285 - $137,550.
