Job Summary

Under general supervision, performs professional inspection and investigative work to secure compliance with the Village of Menomonee Falls Municipal Code, with emphasis on building, property maintenance, and zoning provisions.


Job Duties

  1. Conducts field inspections of residential, commercial, and industrial properties to determine compliance with applicable municipal code requirements.
  2. Investigates alleged violations; determines compliance status; notifies responsible parties; and outlines corrective measures and timelines to achieve compliance.
  3. Prepares, issues, and tracks notices of noncompliance and correction orders; issues citations when warranted; maintains accurate case files and correspondence.
  4. Appears in municipal and higher courts to provide testimony and documentation related to enforcement actions.
  5. Coordinates enforcement activities with other Village departments; researches ownership and other legal interests in property; and maintains effective working relationships with state and local agencies, officials, and the public.
  6. Provides technical information on zoning ordinances, land use processes, and permit requirements; assists with building permit processing; reviews permits, surveys, and erosion control materials for compliance.
  7. Conducts nuisance property inspections and responds to citizen complaints; presents information in public forums as needed.
  8. Prepares clear reports and recommendations for management; communicates with stakeholders in person, by phone, and electronically.
  9. Performs related duties as required to support effective code compliance operations.
  10. Establishes and maintains effective working relationships with state and local agencies,officials, and thepublic.
  11. Performs other duties asrequired.

Essential Knowledge and Abilities

  1. Considerable knowledge of applicable laws, codes, and ordinances governing land useand zoning.
  2. Working knowledge of modern principles and practices of land use, zoning, and other related land useissues.
  3. Working knowledge of zoning and planning research and investigativetechniques.
  4. Working knowledge of the code enforcement principles, methods, techniques, and practices such as patrol, violation identification, property research, issuing notices and orders, abatement measures, routine court procedures, community relations, and report preparation.
  5. Working knowledge of the boundaries, streets, neighborhoods, and business areas of the Village.
  6. Working knowledge of business English, spelling, grammar, correspondence formats, and basic mathematics
  7. Working knowledge of computerized department program software, internet access, and database, spreadsheet, and word processing programs.
  1. Working knowledge of standard office equipment, including telephones, fax machines, keyboards, copiers, printers, scanners, shredders, and department/division specific equipment.
  2. Working knowledge of and a high degree of proficiency in MS Office products or comparable office programs, word processing, spreadsheet, and database applications.
  3. Working knowledge of department specific programs and services.
  4. Ability to apply and explain rules, regulations, policies and procedures related to a specific program or services.
  5. Ability to perform basic word processing, editing, data entry and spreadsheet maintenance.
  6. Ability to adapt to new department/division policies, procedures, programs, and environment.
  7. Ability to follow and understand oral and written instructions.
  8. Ability to maintain confidentiality of records and information.
  9. Ability to make minor decisions using standardized practices.
  10. Ability to secure facts through investigations and inspections and effectively analyze and interpret them.
  11. Ability to analyze and interpret construction plans, maps, and zoning laws, ordinances,and regulations.
  12. Ability to maintain accurate and complete records and to prepare clear and detailed oral and written reports.
  13. Ability to accurately perform intermediate arithmetic computations
  14. Ability to establish and maintain effective working relationships with state and local agenciesand officials, and thepublic.
  15. Ability to effectively interact with sensitivity with persons from diverse cultural,socioeconomic, educational, racial, ethnic, and professional backgrounds, and persons of all ages andlifestyles.
  16. Ability to communicate effectively, both verbally and inwriting.
  17. Ability to organize and prioritize work.


Minimum Qualifications

  1. High School Diploma or GED.
  2. Four (4) years of progressively responsible work experience in one or more applicable areas such as engineering, planning, inspection, drafting or a closely related field.
  3. Post high school education from a recognized technical school, college, or university in engineering, planning, landscape architecture or a related area may be substituted for part of the work experience as follows:
    1. Associate degree and two years of work experience
    2. Bachelor's degree and one year of work experience
  4. A valid Wisconsin driver's license or ability to obtain one upon hire.

PHYSICAL REQUIREMENTS

The position involves extended periods of sitting to complete daily tasks, including frequent repetitive keyboarding for report preparation and documentation. Duties also require regular walking, intermittent standing, and occasional light lifting of materials and boxes weighing 10-20 pounds. The role includes year-round outdoor inspections with routine exposure to weather conditions such as heat, cold, wind, precipitation, and potentially slippery surfaces.

Performs all duties in conformance with Village policies as described in the employee handbook and adherence to state and federal safety policies and standards.
