The Position

East Bay Municipal Utility District's (EBMUD) Water Treatment and Distribution Division, part of the Water Operations Department, is seeking highly qualified individuals with an engineering background and technical skills in drinking water systems, to apply for a unique opportunity to lead its Distribution Engineering and Energy section. The position also requires strong leadership, communication, and interpersonal skills. The ideal candidate would also possess knowledge and familiarity with energy management and/or power sales. The position supervises a section with diverse responsibilities including distribution system engineering and project management, pump operation optimization, water quality optimization, energy management including power sales and marketing of two hydropower generating facilities and two biogas generating units, development of renewable generation projects, and purchasing wholesale and retail energy in support of EBMUD's goal to be emissions free by 2030.

The selected candidate will report to the Manager of Water Treatment and Distribution and will serve as the section supervisor responsible for the Distribution Engineering and Energy section. A working knowledge of treated water operations, distribution system infrastructure and water quality is desirable. Knowledge and experience in energy procurement and sales, and development of renewable energy projects is of additional importance. The selected candidate will have the ability to adapt to a changing environment and develop innovative solutions to enable EBMUD to meet its drinking water and energy objectives now and in the future.

The ideal candidate is well prepared to:

*Provide leadership and motivation to a professional staff of engineers, management analyst, and clerical support.

*Manage staff responsible for distribution engineering, management of wholesale and retail energy purchases, hydropower electricity sales and marketing, and photovoltaic project planning, implementation, and management.

*Plan, develop, and implement water distribution, water quality, and energy efficiency projects to improve operations of the treated water distribution system.

*Analyze options and recommend strategies to optimize electric power generation and revenue.

*Manage the District's hydroelectric power sales, Renewable Energy Credits, Resource Adequacy, and marketing program.

*Provide technical support for Wastewater's biogas generation energy sales.

*Assign, plan, schedule, train, evaluate and supervise the work of staff engineers, management analyst, administrative support staff, and consultants.

*Manage the preparation of critical periodic and special reports for regulatory agencies, and a variety of other purposes.

*Monitor federal and state regulations concerning the generation and sale of electric power.

*Coordinate section activities with other EBMUD sections and work collaboratively to provide timely and efficient water supply operations and hydropower generation consistent with EBMUD goals and objectives; maintain and continuously improve the systems.

*Develop creative strategic plans to enhance operations.

*Respond to changing demands with flexibility and innovation.

*Manage and prioritize multiple competing interests with diplomacy and tact.

*Establish and implement performance and quality control standards.

*Support emergency response activities of the water system as a member of the Emergency Operations Team.

*Communicate effectively, orally and in writing, to a variety of audiences including the Board of Directors.

A flexible/hybrid work from home schedule may be available for some positions in this job classification.

The salary range is $15,629 per month increasing to $16,410, $17,231, and $18,093 after 6, 18, and 30 months, respectively.

Requirements

1.A bachelor's degree in civil, electrical or mechanical engineering OR closely related engineering curriculum which is accredited by ABET or a California Engineer-In-Training (EIT) Certificate; AND

2.A minimum of two years of engineering experience comparable to or higher than the EBMUD Associate Civil Engineer class (equivalent to six years of professional engineering experience, subsequent to obtaining the engineering degree); AND

3.Registration as a Professional Civil or Electrical or Mechanical Engineer in the state of California.

4.Must possess the physical characteristics to perform the critical and important duties of the position. Must be willing to work beyond normal work hours when needed. Must possess a valid California's driver's license and have a satisfactory driving record.

An advanced degree in an accredited engineering curriculum may be substituted for one year of the required experience.

Equivalent combinations of education and experience may be considered. The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, January 2, 2026. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a panel interview tentatively scheduled for January 2026.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6.All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
