Culmen International is hiring a Sr. Program Analyst (R&D) to provide support for the Research Directorate at the National Geospatial-Intelligence Agency (NGA) and will be onsite in St. Louis, MO.

The position shall support NGA Research's mission to be a premier R&D organization with the unique focus of leading GEOINT research. NGA Research is responsible for performing scientific research and transitioning innovative concepts and capabilities to solve NGA, NSG, Allied System for Geospatial Intelligence (ASG), IC, and DoD hard problems. NGA Research requires support staff who can assist in the day-to-day coordination and data management that support these activities.

What You'll Do in Your New Role

NGA Research requires SETA support that is separate from NGA Financial Management (FM), for R&D program planning, budget building, acquisition support, and financial execution of Research, Development, Test, and Evaluation (RDT&E) and Operations and Maintenance (O&M) funding. This support will aid the PPE team, Technical Offices, and Pods in the programmatic and financial aspects of new and existing programs, projects, and acquisitions.

    Employ knowledge of RDT&E budget activity codes and policies concerning two-year funding to assist Research in planning, programming, and budgeting activities.
  • Generate custom ad hoc financial reports to provide data for presentations, meetings, briefings, suspenses, and any other requirements needing financial data.
  • Coordinate with other national program managers and setup and facilitate technical exchange meetings.
  • Draft documentation for transition policy or agreements.
  • Advise research scientists on tech transition topics (e.g., project planning for transitions, knowledge of NGA processes, and identification of NGA stakeholders or customers).
  • Coordinate with stakeholders in NGA Research and in acquisition program offices.
  • Brief and report on program status through documents and presentations.
  • Prepare and review team briefings, spreadsheets, and written materials for
  • Government review and approval in response to recurring and ad hoc technical and programmatic staff actions.
  • Ensure that documents require minimal edits and Government direction.
  • Create and execute data collection plans to capture previous, current, and future technology transition information.
  • Develop data tracking mechanisms and tools.
  • Must have experience with technology / transfer process.
  • Must understand how requirements are developed and flow of acquisition process.
  • Must have technical background and comfortable writing to the technical capabilities involved with the program.
  • Must have communication skills.
  • Must be processed oriented.
  • Experienced in Excel and PowerPoint.
  • Experience in Tableau, Jira, and Confluence.


Required Qualifications

  • 15+ years' experience in working in all areas of program budget management
  • Active TS clearance with SCI eligibility
  • Bachelor's degree in a technical field (technical) or bachelor's degree that consisted of 36 credit hours in technical curriculum
  • Willingness to sit for a CI Poly
  • Must have technical background and comfortable writing to the technical capabilities involved with the program.
  • Must have NGA or NRO experience


Desired Qualifications

  • Master's degree in a technical field
  • Prior or current experience working with a research and development organization or government agency
