The Cyber Operation Mission Area is seeking a proven, forward-thinking leader to drive our cyber and information advantage contributions to critical challenges for the Department of War and Intelligence Community.

In this role, the Senior Strategist

you will develop creative solutions to guide the development and integration of cyber operations within broader security initiatives, positioning the nation to anticipate and mitigate emerging threats. Your insights will directly influence operational protocols and resource allocation in a US government landscape that continuously evolves.

As a Senior Strategist you wil...

  • Assess and advise on cybersecurity threats impacting national security, applying your understanding of both foreign and domestic national security concepts.
  • Lead cross-functional teams to develop and implement cyber strategies aligned with national priorities, utilizing scenario planning and modeling methodologies.
  • Providing thought leadership on cyber governance, operations and policy implications.
  • Analyze the effectiveness of current cyber operations and making recommendations based on foreign policy implications and emerging trends in critical sectors.
  • Cultivating relationships with key stakeholders across governmental, civilian, and military sectors to provide data-driven recommendations and frameworks that enhance strategic decision-making, particularly for cyber operational strategies, especially regarding vulnerabilities linked to technology innovations such as in AI, biotech, and energy.
  • Lead multidisciplinary projects employing data science technology and analytic techniques to assess threats from global entities and present options for US government organizations.
  • Stay informed on global cyber threats and geopolitical trends, to ensure our solutions for the US government organizations remain proactive and effective.

Qualifications

You meet our minimum qualifications for the job if you...

  • Hold a PhD with government studies concentration or a related field, with a focus on global security.

  • Are a recognized expert with 15+ years of experience in global or national security strategy, including a special focus on cyber capabilities as well as critical and emerging technologies.

  • Demonstrate a strong understanding of geopolitical trends and their influence on cyber operations and national security.
  • Are skilled in strategic planning with experience advising on complex security issues related to US government organizations and advanced technologies.
  • Exhibit excellent communication skills, both verbal and written, with the ability to translate technical details into actionable insights for diverse audiences.
  • Have experience working with the US government military or intelligence community.
  • Strong skills in leading multi-disciplinary technical teams, organizations and planning.
  • Are eligible to obtain a Secret security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. These requirements include US citizenship.

  • Have a deep understanding of cyber threat landscapes with skills in scenario planning and modeling.
  • Possess proven experience in engaging with governmental organizations or military agencies on cyber operations.
  • Are adept at using analytical tools to assess cybersecurity risks and their geopolitical implications.
  • Have experience developing and conducting wargames related to advanced cybersecurity strategies.
  • Are fluent in additional languages, with an understanding of cultural contexts that impact global security.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development. $102,500 Annually
