Pay Range

$178,770 - $226,668 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.Pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.


Job Description

We have an opening for an Assurance Officer with primary focus on the Superblock. You will be responsible to support development, management and oversight of SD (Strategic Deterrence), Environmental, Safety and Health (ES&H), Nuclear Safety, Nuclear Operations, and Quality Assurance requirements; event reporting and analysis, issue identification, database entry, tracking/trending and reporting; ensuring that all SD work is performed in compliance with SD and LLNL/LLNS policies, federal, state and local laws and regulations. You will be working with the SD program and facility managers, and other personnel for the continuing oversight and support of organizational facilities and operations (i.e., Superblock) and reporting to the SD Assurance Manager. This position is in the Strategic Deterrence Organization.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or moredays per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

In this role you will

  • Conduct issue fact-finding and causal analyses and reporting by reviewing issues to determine reportability; assist line managers and the SD Assurance Manager in preparation, filing and updating occurrence and noncompliance reports, assist with the creation and implementation of corrective action plans; coordinate causal analyses and effectiveness reviews, as required.
  • Assist in the development and implementation of assurance plans and procedures that are in compliance with all related guidelines for approval by the managers based upon technical expertise and understanding, and in consultation with key stakeholders.
  • Assist in the planning, coordination, and oversight of facility and line management self-assessment programs with ES&H Team staff, facility staff, and others as appropriate; assist with the conduct of reviews/assessments of work activities in the areas of ES&H, Nuclear Safety, Nuclear Operations, and Quality Assurance regulatory compliance, and facility operations.
  • Assist in ensuring that external commitments for reporting, corrective actions, and requests for information are fulfilled in a timely manner.
  • Assist in issue screening/entry and tracking/trending/closure of Issue Tracking System (ITS) assessments related to SD; help coordinate and manage Illnesses/Injuries, and Lessons Learned.
  • Assist in the general oversight of and maintain a personal commitment to the goals of Integrated Safety Management (ISM), compliance with all Environmental, Safety, Health, and Qualityregulations, best business practices, diversity, and equal opportunity.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor of Science degree in Chemistry, Engineering, or a related scientific field, or equivalent combination of education and related experience.
  • Significant experience in the assurance area, conducting self-assessments, audits, inspections, management appraisals of facilities and ES&H and nuclear safety related activities, use of relational databases, the development of meaningful statistics for program planning, trending and causal analysis.
  • Significant experience applying a broad understanding of scientific and technical disciplines, including safety, engineering, operations, and maintenance.
  • Experience developing and implementing assurance plans and procedures.
  • Expert level application and development of ITS, fact-findings, causal analysis, reviewing issues to determine DOE reportability and in preparing, filing, and updating DOE Occurrence Reports.
  • Experience with programmatic and technical support activities at LLNL, including Work Planning and Control Tool, and Enabolon; extensive knowledge of DOE ES&H and Nuclear Safety policies, procedures, regulations and standards.
  • Experience using independent judgment to accomplish programmatic objectives; demonstrated technical and organizational problem-solving skills.
  • Expert communication, collaboration, and interpersonal skills at both the management and technical level necessary to effectively present and communicate with senior management, Livermore Site Office, DOE-HQ and other state and government agencies on ES&H and Nuclear Safety assurance activities, including experience writing technical documents, such as plans, procedures, specifications, reports and/or institutional documents.
  • Experience providing independent oversight of organizations, operations, or facilities and assuring ES&H and Nuclear Safety programs are implemented appropriately and in compliance (including nuclear facility experience).
  • Thorough knowledge of and experience interpreting and applying DOE Integrated Safety Management (ISM) policies, procedures and tools.
  • Ability to work in environments where tasks are often not well defined and involve a diverse range of highly complex problems, utilizing strong leadership, mature judgment, and creative problem-solving and decision-making skills to approach and resolve difficult issues.

Qualifications We Desire

  • Master of Science degree in Engineering or related field.
  • NQA-1 auditor qualification.
