Summary
Under the direction of leadership, the Project Specialist, Property Management leads facility and propertyimprovement projects across multiple sites from planning through completion, ensuring compliance with
budget, schedule, and regulatory requirements. Responsibilities include preparing scope of work, costestimate and budget, and schedules; managing RFPs and bid evaluations; and coordinating with internal
teams and external agencies. The role serves as a resource and advisor on electrical, HVAC, energyefficiency, and demolition projects, maintains project and compliance documentation, and supports
implementation of new tools and systems to enhance project delivery and operational efficiency.
Essential Functions

* Conduct site visits, job walks, and oversee project activities to ensure alignment with scope,budget, and schedule. Coordinate with contractors and verify project progress and compliance
with specifications and safety standards.
* Develop capital project scopes, cost estimates, and schedules. Create conceptual exhibits anddesigns using Bluebeam and AutoCAD to support project planning, bidding, and execution.
* Assists with Lean goal tracking and identifies, recommends and evaluates new energy and costsaving projects.
* Coordinate with local agencies and public utility companies to ensure regulatory compliance,manage rebate programs, and support electrical upgrade or demolition activities.
* Prepare and manage Project Work Orders (PWOs), consulting agreements, NDAs, insurancerequests, appropriation requests, and invoices. Maintain organized project documentation and
historical records.
* Research, test, and implement new tools and technologies (e.g., photometric lighting software) toenhance in-house project capabilities. Provide training and support to team members.
* Coordinate arc flash studies with electrical contractors and engineers, maintain documentation,blueprints, warranties, and historical project data.
* Participate in project meetings, monitor budgets and expenditures, and analyze project data toensure accurate reporting and continuous improvement.
* Responsible for understanding and complying with applicable quality, environmental and safetyregulatory consideration.
* Maintains satisfactory attendance, to include timeliness.
Supervisory Responsibilities
* No internal direct reports. Oversees construction contractors and subcontractors on assignedprojects.

Minimum Qualifications
* Bachelor's degree plus 3 years of operations, facilities, construction, or engineering experiencereflecting increasing levels of responsibility; OR High school diploma or State-issued equivalency
certificate plus 7 years of operations, facilities, construction, or engineering experience reflectingincreasing levels of responsibility; OR Bachelor's degree plus 2 years of G3 operations, facilities,
construction, or engineering experience reflecting increasing levels of responsibility; OR Highschool diploma or State-issued equivalency certificate plus 7 years of G3 operations, facilities,
construction, or engineering experience reflecting increasing levels of responsibility.
* Project management experience.
* Candidates for this position must have a valid driver's license and a safe driving record. Requiredto obtain a California driver's license or appropriate state driver's license within 30 days of hire.
* Required to travel to remote facilities 5-10% of time.
* Strong oral and written communication skills.
* Strong understanding of mechanical, electrical and plumbing systems and fire alarm and firepump systems.
* Skilled in Microsoft Office Software (including Excel, Word, PowerPoint) at an intermediate level.Experience analyzing data in Excel.
* Skilled in PDF-editing software, such as Bluebeam Revu, to create designs and concept exhibits.
* Ability to and experience working on mobile elevated platforms (scissor lifts, boom lifts).
* Familiarity with OSHA, NFPA, and NEC standards and regulations.
Preferred Qualifications
* Bachelor's degree in construction, land use planning, or engineering-related field plus 3 years ofconstruction project management experience.
* Bachelor's degree in construction management, engineering, or land use planning, plus 3 years ofconstruction project management experience.
* Experience creating Gantt Charts.
* HVAC, CFPS (Certified Fire Protection Specialist), or electrical training certifications.
* Hands-on experience troubleshooting or constructing wet utilities, electrical, HVAC and firesuppression systems and pumps.
* Certified to use mobile elevated working platforms (MEWP).
* Experience with utilizing SAP software, including creating and running reports.
* 3 years of AutoCAD drafting experience and demonstrates high level of proficiency with Civil3D orAutoCAD Map 3D
* Certified Lean Practitioner.
* Experience with land development, wet and dry utility infrastructure and Civil Engineering.
* Experience with demolition process (USA North, utility coordination and identification, asbestosabatement, etc)
* Familiarity with wireless network equipment and installation (access points, switches, fiber, etc)
* Experience in multi-tasking and performing under heavy demands with low error ratio.
* Experience performing detail-oriented tasks; recognizing and correcting discrepancies.
* Experience defining problems, collecting data, establishing facts and drawing valid conclusions.
* Uses discretion when handling confidential information.
* Customer-driven with strong team building skills.

Compensation
Hiring Salary Range: $75,600 - $94,500.
Actual compensation amount paid may be lower or higher to be determined by factors other than race and gender such as the education, experience, knowledge, skills and abilities of the applicant, internal equity, and alignment with market data.
