STATUS: Contingent Actively Recruiting

TRAVEL: Up to 10% of time

CLEARANCE: Active Top Secret Clearance required

DESCRIPTION: Patricio Enterprises (PE) is seeking a JCD Capability Management Analyst to support collection and assessment of IPLs from the CCMDs. The Analyst shall support the synchronization of CCMDs, FCBs and other supporting JS process owners to collect, maintain and organize ongoing efforts, recommended efforts, and mitigation activities for capability assessment and analysis. The Capability Management Analysts shall be aligned to JCD.

Primary duties will include (but not limited to):



  • In all cases, analyses shall be conducted independently within the Joint Staff or collaboratively with external participants and often under very tight suspense. These analyses shall include current year, future year, and contingency plan warfighting, capability, capacity and/or programmatic analyses supporting USC Title X * 153, 163, 167, and 181 Chairman Functions. Perform tasked analyses with the ability to execute a minimum of one annual analysis in multiple operating areas and/or execution timeframes with simultaneous supporting efforts.
  • Provide visibility of recommendations, ongoing efforts, and other mitigating actions for the IPLs and the CGA via maintenance of designated decision support tools or ADRs.
  • Serve as the advisor to requirements assessment and management efforts.
  • Perform a risk evaluation to include evaluating previous handling of risk, and comparing potential risks with criteria set out by the organization.
  • Apply and articulate decision aid methodologies that underpin the assessment of results relative to capability and requirements efforts (i.e. program planning, budgeting, and acquisition as well as development of test and evaluation plans, procedures, and work products). These tools may include risk mitigation, decision modeling, and resource allocation, nodal or flow modeling, qualitative and quantitative assessments, and trending and forecasting.
  • Provide risk management support as well as technical expertise, providing written analyses and updates on risks, issues, and opportunities
  • Review and assess technical, cost, and schedule data, identifying risk shortfalls and potential corrective actions and opportunities.
  • Provide general support as required for manpower validation boards, global force management, war-fighting lab initiative fund and innovative programs, and PPBE efforts; and, effectively communicate implications and recommendations to senior leaders and decision makers.
  • Perform assessments of Capability Gap Assessment (CGA) products supporting the Chairman's Program Recommendation, Defense Planning Guidance, Joint Military Net Assessment (JMNA), Annual Joint Assessment (AJA), and Chairman's Risk Assessment.
  • Perform quantitative and qualitative analysis support to the government's designated Operations Research/ System Analyst (ORSA) cadre.
  • Support data visibility through report generation (custom and ad-hoc) supporting GAO or IG or other external agency.
  • Provide support developing and presenting executive level products for the Joint Requirements Oversight Council and Chairman of the Joint Chiefs of Staff.
  • Participate in daily, weekly, and monthly meetings where data exchanges are discussed and provide regular follow-up briefings to leadership.


KNOWLEDGE AND SKILLS:



  • Understanding of the Office of the Secretary of Defense (OSD), Joint Staff, Military Departments, and how they coordinate.
  • Knowledge of handling CUI, FOUO, classified documents, secure communications, and visitor access procedures.
  • Industry/DoD Modeling & Simulation, Statistical & Data Analysis, and Optimization & Decision Analysis Tools.
  • Ability to write clearly and concisely for senior-level audiences.
  • Professional verbal communication with DoD personnel and external stakeholders.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).



EDUCATION / EXPERIENCE:



  • Master's degree.
  • A minimum of ten (10) years of experience.
  • Five (5) years of experience working on the Joint Staff.

TRAVEL REQUIREMENTS:



  • 10% travel.
