Job Overview & Responsibilities

United Launch Alliance (ULA) is seeking aProject Management Specialist 2.TheProject Management Specialist 2 will serve as the technical project manager for complex infrastructure projects supporting launch site operations. Reporting to the Major Projects group within the Engineering and Infrastructure (E&I) department, this position is responsible for managing the full lifecycle of major facility upgrades, conversions, and structural/mechanical maintenance projects across launch site facilities including SLC-41, Vertical Integration Facilities (VIF-A & VIF-G), and all ancillary support facilities.


This role requires ownership of projects from conception through commissioning, including major pad conversions for new launch vehicles, installation of critical support systems, platform refurbishments, and facility maintenance. The Project Manager will work across multiple internal engineering disciplines, operational teams, and external construction contractors to ensure successful project execution while maintaining mission processing schedules.


Key Responsibilities:



  • Translate high-level program goals into comprehensive technical requirements through coordination with cross-functional engineering teams and stakeholders
  • Develop detailed Statements of Work (SOWs) defining design and construction requirements for complex infrastructure projects
  • Organize and lead Technical Decision Meetings (TDMs) to present project requirements and design approach to engineering teams and chief engineers for approval
  • Manage the complete procurement process including contractor walkdowns, Request for Information (RFI) responses, proposal evaluations, and participation in contract award process
  • Coordinate with Supply Chain Management (SM&P), Finance, and Program Leadership to obtain project funding, manage risks, and track project performance
  • Coordinate project schedules with Operational Systems Engineering (OSE) and other internal teams to ensure modifications are executed without impacting mission processing milestones

Bachelor



Required Years of Experience


Minimum of 2 years of related work experience



Basic Qualifications



  • Bachelor's degree in engineering (Civil, Mechanical, Aerospace, or related technical field) from an accredited college or university
  • Minimum of 2 years of experience in project management, engineering, or related technical field
  • Strong technical writing and communication skills with ability to translate complex technical concepts for diverse audiences
  • Proficiency in project management principles including risk management and schedule development



Preferred Qualifications



  • Master's degree in Engineering, Project Management, or related field
  • Professional Engineer (PE) license, EI certification, or Project Management Professional (PMP) certification
  • Experience with aerospace ground support equipment or other industrial systems
  • Demonstrated ability to manage multiple concurrent projects with varying complexity and timelines
  • Proficiency with project management software and scheduling tools (MS Project most preferred)
