Overview

PURPOSE STATEMENT:
The Supervisor, GIS & Metering Systems is responsible for the administration and development of the GIS application and Oracle systems. Provides technical support to users regarding processes and procedures related to system utilization and performance. Works closely with ISD and assists in database administration, maintenance, and backup. Ensures systems adhere to the Company's cybersecurity and internal audit requirements. Addresses and implements compliance requirements impacting this activity, in addition to managing the purchase and calibration of all vapor and liquid measuring and pressure regulating systems.



Responsibilities

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

    Provides on-going administration of the GIS application and Oracle Central database, as well as other related technologies, applications, and systems. Coordinates the periodic updating of City and County land base data.
  • Provides application expertise and technical support to employees regarding processes and procedures. Works with users to identify problems or issues related to system performance. Acts as primary interface between the GIS user group and the ISD department in the operation and maintenance of the GIS system. Performs required periodic backups to the GIS servers.
  • Prepares or assists users in generating reports from the system required for or relating to DOT requirements, marketing applications, outage reports, and load analysis calculations; prepares or assists in formatting GIS queries.
  • Provides regular reporting on key metrics and system performance.
  • Performs basic configuration, upgrade, troubleshooting, testing, coding, and programming to ensure the applications' peak performance. Documents system changes and new processes.
  • Regularly reviews processes and documents any changes, as well as communicates changes to stakeholders.
  • Provides training and support to users of the system and may include the preparation and presentation of formal training classes and assistance of solving the day-to-day problems; compiles training materials as necessary.
  • Serves as the liaison between company users, internal IT and application vendors.
  • Keeps abreast of new applications and developments in the GIS field or of latest technology impacting this activity. Researches, evaluates, and prepares recommendations for new applications.
  • Develops procedures and processes for this activity in coordination with the Manager; effectuates same.
  • Assists the Manager, Engineering with special projects. Manages projects within time and budget guidelines, including the conduct of research, preparation of presentation materials, development of recommendations, project implementation, monitoring and revision as necessary.
  • Plans, organizes, directs and manages state-wide calibraon, testing, repairing, purchasing and the inventory of all meters and pressure regulators.
  • Supervises the maintenance, repair, testing of calibration equipment, the installation, maintenance and repair of remote metering devices.
  • Estimates cost and procures meter and regulator inventories.
  • Analyzes and manages meter performance to meet the requirements of the Public Utility Commission.
  • Prepares, revises and updates policies and procedures to conform with Regulatory Codes and Company Standards pertaining to gas and liquid measuring.
  • Researches and recommends current technologies in gas and liquid metering, regulators and instrumentation pertaining to department's activity.
  • Recommends hiring of, trains, and supervises assigned staff. In conjunction with HR and/or Senior Leadership and in accordance with the CBA as applicable, counsels, disciplines, and terminates assigned staff as appropriate.
  • Communicates goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.
  • Manages payroll and/or non-payroll budgets, monitors expenditures and ensures compliance with budget.

OTHER FUNCTIONS/RESPONSIBILITIES:

  • Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
  • Complies with all applicable Hawaii Gas policies and procedures.
  • Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
  • Performs all other related duties as instructed by manager.


Qualifications

Required Education and/or Work Experience:

  • Bachelor's degree in Engineering or Computer Science, or equivalent combination of related experience and education.
  • Three (3) years of GIS or related systems experience.
  • Minimum five (5) years of technical experience.
  • Proficient in the MS Office suite of tools (Word, Excel, Access and PowerPoint), GIS system.

Preferred Education and/or Work Experience:

  • Five (5) years of GIS or related systems experience.

Required Licensure, Certification, Registration or Designation:

  • Valid Hawaii Driver's License.
  • May be required to obtain and maintain certification for access to controlled/secured facilities, e.g. military bases, coast guard jurisdictional areas and other clearance related to the work.

Preferred Licensure, Certification, Registration or Designation:

  • Certified GIS Professional (GISP).
