Job Summary

This role will provide executive leadership of the Georgia Tech Research Institute (GTRI) Finance and Research Administration (FRA), including all financial organizations in GTRI, and reports directly to the Senior Vice President (SVP) of Research at Georgia Tech/GTRI Director. The position is responsible for establishing ensuring compliance with applicable University System of Georgia and (USG) Georgia Tech (GT) policies, and state/Federal laws; organization/department/group goals; determining needs and allocating resources; performance assessment and feedback, and managing all organizational financial policies and activities in conjunction with the SVP of Research/GTRI Director.

This position will interact on a regular basis with: USG leadership, GT/GTRI executive leaders and finance unit leaders, and GTRI lab/support leaders.

This position typically will advise and counsel: USG leadership, GT/GTRI executive leaders and finance unit leaders, the GTRI External Advisory Board (EAC) and GTRI lab/support leaders.

This position will supervise: Will supervise subordinate staff, including senior directors and directors within the Finance and Research Administration component organizations.

Responsibilities

Job Duty 1 -
Provide executive oversight and responsibility for all GTRI financial, accounting, timekeeping, procurement, and sponsored project activities, including but not limited to: budget and revenue administration; forecasting; tax reporting; and management of GTRI-leased properties; sponsored project pricing, reporting, project administration, and subcontract administration; timekeeping and payroll reconciliation; general ledger and accounting systems; and travel and expense review/approval

Job Duty 2 -
Oversee all GTRI financial systems and internal controls to ensure compliance and alignment with USG, Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), Federal Acquisition Regulation (FAR) Subpart 31.2 cost principles, and Cost Accounting Standards (CAS)

Job Duty 3 -
Advise USG leadership, Institute executive leaders and finance unit leaders, GTRI executive leadership, and management of GTRI lab/support organizations on major issues related to the areas of responsibility within GTRI's finance and research administration

Job Duty 4 -
Formulate and communicate financial elements of GTRI's strategic plan, ensure appropriate organizational structure and staffing levels for the Finance and Research Administration component organizations to effectively execute their objectives, and monitor/report performance relative to plan goals and objectives

Job Duty 5 -
Ensure the adequacy and soundness of GTRI's financial structure/business model and internal controls, and that best-in-class financial practices are in place and followed

Job Duty 6 -
Formulate and communicate major business-related policies and processes related to GTRI's unique regulations, standards, and requirements, ensuring that they are uniformly understood and consistently interpreted and administered

Job Duty 7 -
Provide executive oversight and responsibility for design/maintenance of cost-recovery structure under Federal Acquisition Regulation (FAR) Subpart 31.2 cost principles; provisional & incurred cost rate submissions/management; federal, state, and internal audit; and maintenance of GTRI's Disclosure Statement in compliance with required governmental regulations (FAR 31.2) and full standards (Cost Accounting Standards (CAS)

Job Duty 8 -
Serve as Designated Data Steward for all GTRI financial data in GTRI systems

Job Duty 9 -
Foster an environment of financial management coordination by working closely with the GTRI labs and support unit organizations' financially focused research and administrative personnel

Job Duty 10 -
Perform job-related other duties as assigned

Required Qualifications

Required Education:
Masters Degree in Accounting, Finance, or related field, or an equivalent combination of education and experience

Required Experience
Ten or more years of job-related experience

Other Required Qualifications:

Certified Public Accountant (CPA)
Direct compliance experience with all nineteen (19) FAR Part 30, 41 U.S.C. chapter 15, Cost Accounting Standards (CAS)
High visibility position/job

Knowledge of the Georgia Department of Administrative Services (DOAS) purchasing guidelines
Knowledge of the State of Georgia Accounting Office (SAO) travel regulations
