Clearance: TS/SCI
Hybrid - approximately 3-4 days onsite at the Pentagon
Position Overview:
Nationwide IT Services, NIS, is supporting the Staffing and Technical Acquisition Services Support (STAQSS) prime contract for the Headquarters Air Force. We have an opportunity for an Acquisition Program Analyst, Senior in SAF/AQX - Office of the Deputy Assistant Secretary for Acquisition Integration.

AQX Provides expert advice and integrated acquisition positions to the Service Acquisition Executive (SAE), AF leadership, PEOs and Program Managers (PMs) on planning, programming, budgeting, execution, and acquisition oversight/reporting for AF acquisition programs. Serves as the SAF/AQ focal point for urgent needs, requirements, program integration, Earned Value Management, affordability, business tool, policy, and acquisition reform initiatives. Functions as the Air Force Corporate Structure process expert and directly supports AF/A8P as the RDT&E Panel. Provides expert and integrated advice on a wide breadth of Defense Industrial Base activities such as overseeing AF government-owned/contractor operated industrial plants, developing AF leadership industry engagements packages supporting Defense Production Act (DPA) activities and analyzing industrial base risks. Develops and implements tools, training, and policy related to AF acquisition management, reporting, structure, and execution. Serves as the acquisition domain functional chief information officer developing and maintaining the enterprise architecture, data strategy, and business information technology plans. Manages the SAF/AQ portfolio of business systems that supports the acquisition enterprise. Establishes integrated life cycle acquisition policy and guidance for AF systems and services. Monitors and assess changes to the acquisition process and structure resulting from legislation, regulation, or initiatives and integrates into AF acquisition policy. Supports audit readiness and self-inspection by providing process, tools, and policy that ensure a single coherent, integrated, and synchronized implementation of acquisition requirements.

TheAcquisition Program Analyst, Seniormust have expertise with DoD research analysis, writing, and budget and policy reviews to provide assistance to the AQX CFIUS team in support of CFIUS case analysis and Air Force equities.

Responsibilities

  • Collecting, evaluating, and digitally organizing files, papers, briefings, reports, and other materials using Microsoft Office programs.
  • Supporting the development and implementation of methods, procedures, best practices, and techniques concerning product support and logistics.
  • Drafting briefings, papers, reports, responses to official inquiries, and descriptive summaries for MAJCOM, Air Staff, and other senior DAF and DoD organizations.
  • Supporting the review and publication of Air Force policy.
  • Studying, analyzing, and providing recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.
  • Providing impartial assessments of programs approaching milestone decisions program documentation
  • Reviewing and providing data to assist in preparation for legislative hearings, program documentation, briefing packages and read-aheads, Congressional staffer visits, and other events to ensure an integrated and consistent Air Force position in response to Congressional questions, issues, and requests for information on assigned program/portfolio.
  • Aiding and supporting the HAF review process to include, GAO, Air Force Audit Agency (AFAA), Inspector General Reports, etc. Working with auditors to review findings, work with program offices to assure proper follow-up.
  • Handles confidential and classified (Secret/TS-SCI) information, correspondence, and communications.
  • Any other tasks closely associated with the performance of duties listed above and as coordinated with the COR.

Qualifications
  • Active TSClearance with SCI eligibility.
  • Master's degree in a Business or related discipline.
  • Expertise in project management and/or research analysis.
  • MS Word, MS Excel, and MS PowerPoint.
  • Work experience may be substituted for Degree per contract requirements.

Work Experience Substitutions:
12 years relevant work experience may be substituted for a MA/MS degree.
BA/BS degree plus 8 years relevant work experience may be substituted for a MA/MS degree.
