Serves as Human Resources (HR) Specialist in support of Headquarters, United States Army Intelligence and Security Command (INSCOM) personnel and its subordinate Major Subordinate Commands (MSCs) dispersed throughout CONUS and OCONUS locations. Performs Military HR management functions such as Man the Force, Provide, Coordinate, and Conduct Military HR Services and Support of Soldiers.
DUTIES AND RESPONSIBILITIES:
Shall provide administrative support to the INSCOM Military and Civilian Honorary Awards programs to include Foreign Badges, Foreign Awards, Unit Awards and Command Recognition program.
- Shall review recommendations for awards utilizing available HR systems such as Integrated Personnel and Pay System - Army (IPPS- A) and determine proper processing IAW AR 600-8-22 and local INSCOM regulatory requirements and policies.
- Shall review and process award recommendations NLT (2) working days upon receipt for accuracy and coordinate with submitting offices as necessary for correction.
- Shall prepare all documentation associated with award processing, to include but not limited to preparation of board packets weekly; award certificates and medals upon request for informal or formal recognition ceremonies; disposition (i.e. mailing packets) NLT (3) working days upon award completion; answering questions regarding eligibility and processes NLT 1 working days from time of inquiry.
- Must process awards within 5 working days upon receipt of approval. Award certificates shall be completed correctly by the HR Specialist; certificates will be grammatically correct and spelling error free.
- Shall maintain award files IAW the Army Records Information Management Systems (ARIMS) and statistical data via internal databases to include but limited to: Maintaining an awards tracker and orders log daily.
- Shall log the award received immediately upon reviewing the award. Orders numbers issued shall be logged immediately upon issuing the order number. The HR Specialist will prepare annual Awards Report for review and submission to HQDA.
- Shall execute award distribution runs three times a week or as necessary.
- Shall compile data and prepare required reports as necessary. At Government's request, the HR Specialist shall brief the data collected in staff sync meetings or in any forum to leadership.
- Shall update the Army Military Human Resource Record (AMHRR) and conduct web uploading of award certificate and related documents to iPERMS within 20 duty days of the documents being completed.
- Shall assist in the management and execution of assigned level of Human Resources Support which includes but not limited to Essential Personnel Services, Promotions, Military Transfers and Discharges, Leaves and Passes, Military Pay, Officers Accessions, Records Review, Statement of Serves, Suspension of Favorable Actions, Unit Commanders Finance Reports, Reports listed in the Integrated Personnel and Pay System-Army User Guidance and Personnel Actions.
- Shall assist in administering field and headquarters' rating schemes.
- Shall assist in the management of HR Programs such as Total Army Sponsorship, Army Personnel Disaster Accountability and Assessment, Commander's Hip Pocket Green to Gold, Meal Entitlement Management, Civilian Clothing Allowance, Assignment Incentive Pay, Special Duty Assignment Pay, Line of Duty Investigations and Army Voting Assistance Program.
- Shall process HR actions in the appropriate systems in accordance with Army regulatory guidance and the organization's SOP as required.
- Shall prepare and brief senior leaders, staff elements, and MSC S1 staff on current and new HR initiatives and programs as required.
- Shall assist in providing desk side or small group related training as required.
- Shall assist in planning and coordinating formulation of INSCOM policies and procedures for related HR Programs.
- Shall compose letters of commendation/appreciation and condolence for command group release.
- Responsible for monitoring, tracking, and collates input for personnel from INSCOM HQs and lower echelons.
- Shall monitor, update, and compile current and pending Headquarters overseas TDY and deployment roster, to include other travels in conjunction with contingency operations overseas.
- Shall provide updated weekly rosters of deployed personnel to the Commander, Chief of Staff and Directors.

- Strong knowledge of Microsoft office 13 products.
- Knowledge of office machines in order to print, scan, and fax documents.
- Able to type 45 words per minute.
