Summary:

The Government Services Accounting Manager will oversee all aspects of accounting for the Government Services business unit, including Project Accounting for task orders under the FEMA IHP contract. This position will report to the Corporate Controller with day-to-day business partnering with the IHP Program Manager and Government Services business unit executives.

Essential Duties & Responsibilities:

  • Provide guidance to internal teams on relating to contract and task order regulations and requirements.
  • Maintain and update internal policies and procedures to ensure compliance with all government requirements.
  • Perform GSA Contractor Annual Assessment.
  • Assist in the evaluation of RFPs and Task Orders and existing contract modifications/amendments for business and financial requirements.
  • Monitor primary MCS project (contract) progress and partner/subcontractor performance to flag substantive or administrative problems and work with teams to outline corrective action with respect to modifications in program/project content, direction, funding, staff levels, etc.
  • Analyze significant, and/or unique contract and/or task order requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure.
  • Support contract and subcontract negotiations.
  • Work with Project Managers in creating purchase orders, subcontractor and vendor selection, travel compliance and compliance with prime contract/task orders.
  • Support competitive bid process for outside partners and/or prepares justification memoranda for funding and implementation of inter-agency agreements or subcontracts.
  • Maintain adequate back up documentation to substantiate invoices to government clients.
  • Maintain adequate systems for compliance with government cost accounting standards.
  • Maintain accurate and compliant records in Great Plains.
  • Record and monitor the actual indirect rates during the year.

Education and Experience:

Education: Bachelor's degree in Accounting or related field

CPA required

Experience: Minimum of 6 years of experience with government contracts and pricing

Extensive working knowledge inf GAAP, FAR, FTR and government cost accounting standards

Prior working experience with contractors to the US Federal Government
